Measures will also be taken to simplify the receipt of internal and external passports, temporary permits. I. General provisions

1. This Regulation defines the tasks, functions and competence of the Department for Migration Affairs of the Main Internal Affairs Directorate of the Moscow Region (hereinafter referred to as the Department), created in order to implement the tasks and functions of the Ministry of Internal Affairs of the Russian Federation established by legislative and other regulatory legal acts of the Russian Federation (hereinafter referred to as the Ministry of Internal Affairs of Russia) for questions migration policy.

2. The structure and staffing of the Directorate are approved by the head of the Main Department of Internal Affairs of the Moscow Region in accordance with the standards established for these units by the Ministry of Internal Affairs of Russia.

The structure of the Directorate may include immigration control posts at checkpoints through state border Russian Federation (hereinafter - PIK).

3. The Directorate is directly subordinate to the head of the Central Internal Affairs Directorate of the Moscow Region.

6. Management in its activities is guided by the Constitution of the Russian Federation, generally recognized principles and norms of international law, international treaties of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulatory legal acts of federal executive bodies authorities, legislative and other regulatory legal acts of the Moscow Region and these Regulations.

7. 8. The Department, in the prescribed manner, ensures the interaction of the Ministry of Internal Affairs of Russia, the Main Internal Affairs Directorate of the Moscow Region on migration issues with territorial divisions of federal executive authorities, state authorities of the Moscow Region, local governments, public associations, the media, international organizations, law enforcement agencies of foreign states.

10. The Department is a legal entity, has separate property assigned to it in the prescribed manner, accounts with the federal treasury bodies of the Ministry of Finance of the Russian Federation, a seal with the image State Emblem Russian Federation and its full name, as well as the relevant forms, seals and stamps.

III. Main Functions of the Office

20. Develops short-term and long-term forecasts migration processes in the Moscow region.

21. Ensures the application, in accordance with the legislation of the Russian Federation, of the procedure for granting refugee or forced migrant status, the procedure for granting political or temporary asylum.

22. Reception and temporary accommodation of persons applying for recognition as refugees and internally displaced persons, organizes the work of points of reception and temporary accommodation of refugees and internally displaced persons.

23. Takes into account and registers persons applying for asylum, refugee or forced migrant status, as well as persons who have received the status of a refugee or forced migrant, conducts statistical monitoring of the number and composition of these persons.

24. Ensures the execution and issuance of relevant documents to internally displaced persons, foreign citizens and stateless persons recognized as refugees or granted temporary asylum, in accordance with the established procedure, keeps records of issued documents.

25. Prepares proposals in agreement with the authorities of the Moscow Region on the annual admission by the Moscow Region of a possible number of persons recognized as refugees or internally displaced persons or who have received temporary asylum.

26. Assists forced migrants in settling in a new place of residence and refugees in temporary settling in the territory of the Moscow Region, in accordance with the established procedure, together with the interested territorial divisions of federal executive bodies, pays refugees and forced migrants benefits provided for by the legislation of the Russian Federation, ensures the employment of forced migrants and refugees.

27. Participates in assisting citizens of the Russian Federation permanently residing outside its borders in voluntary resettlement to the territory of the Russian Federation.

28. Carries out, together with other structural units of the Ministry of Internal Affairs of Russia, the Main Internal Affairs Directorate of the Moscow Region, measures to prevent and suppress illegal migration, ensures, in accordance with the legislation of the Russian Federation, immigration control in relation to foreign citizens and stateless persons.

29. Participates in accordance with the established procedure in the licensing of activities related to the employment of citizens of the Russian Federation outside the Russian Federation, and control over this activity.

30. Carries out registration and issuance, in accordance with the established procedure, of confirmations of the right to work for foreign citizens on the territory of the Russian Federation and control over the targeted use of foreign labor.

31. Conducts, in the prescribed manner, together with the interested units of the Ministry of Internal Affairs of Russia, the Main Internal Affairs Directorate of the Moscow Region and the territorial divisions of federal executive bodies, checks of organizations, regardless of their organizational and legal form, citizens engaged in entrepreneurial activities, and others individuals in terms of attracting and using foreign labor in the territory of the Russian Federation and carries out activities related to the employment of citizens of the Russian Federation outside the territory of the Russian Federation.

32. Uses, in accordance with the established procedure, federal budget funds allocated for the implementation of measures to implement migration policy, as well as funds received from extrabudgetary sources of funding.

33. In accordance with the established procedure, compensates the expenses of internally displaced persons and refugees in cases of acquisition (construction) of housing for temporary settlement, permanent residence, social hiring or rent. 34. Carries out material - technical and economic support of activities, the implementation of which is entrusted to the Department.

35. Analyzes the observance by the state authorities of the Moscow Region and local self-government bodies of the legislation of the Russian Federation regulating the state migration policy.

36. Takes part in the development of projects of legislative and other regulatory legal acts of the Moscow Region in the areas of activity of the Department, accompanies them in the prescribed manner in the instances.

37. Interacts and consults in accordance with the established procedure with Russian and foreign public organizations, law enforcement agencies of foreign states on issues within the competence of the Department.

38. Participates in the implementation of measures for the expulsion (deportation) from the Russian Federation of foreign citizens and stateless persons illegally staying on the territory of the Russian Federation.

39. Ensures the identification of foreign citizens and stateless persons who arrived in the Russian Federation and filed applications for political or other asylum or for recognition as refugees on the territory of the Russian Federation, carries out their mandatory state fingerprint registration.

40. Keeps records of information related to the competence of the Department, according to duly approved forms, prepares statistical and analytical materials, timely sends information to the unified data bank of the Federal Migration Service of the Ministry of Internal Affairs of Russia.

41. Maintains, in accordance with the established procedure, data banks of foreign citizens and stateless persons recognized as refugees or internally displaced persons or who have received temporary asylum.

42. Provides methodological and advisory assistance to public authorities of the Moscow region, local authorities, organizations and citizens on issues within the competence of the Office.

43. Participates in meetings, gatherings, seminars, conferences and other events organized by the Federal Migration Service of the Ministry of Internal Affairs of Russia, state authorities of the Moscow Region, local governments, international organizations, public associations, on issues within the competence of the Office.

44. Interacts with the media when highlighting the problems of implementing the state migration policy, as well as other issues in the areas of activity of the Department.

45. Considers proposals, applications and complaints of citizens, takes on them necessary measures within the time limits established by the legislation of the Russian Federation, receives citizens on issues within the competence of the Department, and also conducts explanatory work among the population and legal entities on migration issues.

IV. Organization and support of the activities of the Department

48. The department is headed by a chief who is appointed to and dismissed from office in the manner prescribed by the Minister of Internal Affairs of the Russian Federation.

49. Head of Department:

49.1. Organizes the work of the Department subordinate to him, the fulfillment of the tasks assigned to him, the preparation of draft management decisions on issues within the competence of the Department, the observance of law and discipline in the activities of the Department, the selection, placement, training and education of personnel.

49.2. Responsible for the state and effectiveness of the activities of the Department, as well as the performance of other duties and powers assigned to it by legislative and other regulatory legal acts of the Russian Federation.

49.3. Ensures the development of the main directions of development of the Department, interaction with other structural units of the Ministry of Internal Affairs of Russia, the Main Department of Internal Affairs of the Moscow Region, state authorities of the Moscow Region and local governments on issues within the competence of the Department.

49.4. Submits proposals to the head of the Central Internal Affairs Directorate of the Moscow Region on the recognition of citizens and stateless persons as refugees and internally displaced persons.

49.5. Approves the work plans of the Office.

49.8. Approves regulations on departments and PIK included in the structure of the Office, job descriptions of his deputies.

1. The structure and staffing of the Main Directorate are approved by the Minister of Internal Affairs of the Russian Federation (hereinafter referred to as the Minister) on the proposal of the First Deputy Minister of Internal Affairs of the Russian Federation responsible for the activities of the Main Directorate (hereinafter referred to as the First Deputy Minister).

4. The Main Department in its activities is guided by the Constitution of the Russian Federation, generally recognized principles and norms of international law, international treaties of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia and this Regulation.

5. The work of the Main Directorate is organized on the basis of planning, a combination of unity of command in resolving issues of performance and collegiality in their discussion, personal responsibility of each employee of the internal affairs body of the Russian Federation and the federal state civil servant for the state of affairs in the assigned area of ​​work and the execution of individual assignments.

6. The Main Directorate, in accordance with the established procedure, interacts on issues of its activities with the units of the Ministry of Internal Affairs of Russia, the relevant units of law enforcement agencies, state and municipal authorities, public associations and organizations, as well as in accordance with international treaties of the Russian Federation with law enforcement agencies of foreign states and international police organizations.

7. The Main Directorate, in accordance with the established procedure, together with the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level, ensures the effectiveness of the activities of the units of the internal affairs bodies of the Russian Federation on issues within the competence of the Main Directorate.

8. The main department has a seal with the image of a heraldic sign - the emblem of the internal affairs bodies of the Russian Federation, the seals, stamps and letterheads necessary for the implementation of its activities with its full and abbreviated name, and may also have signs and symbols established in the prescribed manner that reflect the specifics of the activity Main Directorate.

Organizational and methodological support for the activities of the territorial bodies of the Ministry of Internal Affairs of Russia and their structural divisions, organizations created to solve problems in the implementation of state migration policy, on issues within the competence of the Main Directorate.

10.3. Preparation based on the analysis of forecasts of changes in the migration situation, draft strategic decisions on issues within the competence of the Main Directorate, with informing the interested state authorities about the trends in the development of the migration situation.

10.4. Development and submission to the First Deputy Minister of proposals and draft management decisions on the formation and implementation of state policy in the established area of ​​activity, as well as on improving the forms and methods of work of the territorial bodies of the Ministry of Internal Affairs of Russia, their structural divisions, priority measures aimed at streamlining the functioning and optimizing their implementation tasks in the field of migration based on a combination of human resources and the potential of modern automated information and telecommunication technologies, technical means.

10.5. Implementation of measures for the formation and implementation of federal targeted programs on issues within the competence of the Main Directorate.

Preparation, within its competence, of draft decisions of the leadership of the Ministry of Internal Affairs of Russia on the integrated use of forces and means of the internal affairs bodies of the Russian Federation for organizing work in accordance with the competence of the Main Directorate.

Organization in accordance with the established procedure of federal and interregional operational and preventive operations and measures to prevent and suppress offenses on issues within the competence of the Main Directorate, as well as participation in the organization of preventive measures in accordance with the competence of the Main Directorate.

10.25. Organization of prevention and suppression of crimes and administrative offenses in accordance with the competence of the Main Directorate.

Collection, compilation and analysis of information in accordance with the legislation of the Russian Federation in relation to Russian and foreign citizens, stateless persons, international exchange of information, as well as coordination of the exchange of this information with interested departments of the Ministry of Internal Affairs of Russia, law enforcement agencies of the Russian Federation.

13.6. Provides preparation in accordance with the established procedure for submission to the Government of the Russian Federation of draft acts that require a decision of the Government of the Russian Federation.

13.7. Provides consideration and coordination with the Ministry of Internal Affairs of Russia of the received draft acts.

13.8. Ensures the preparation, in accordance with the established procedure, of draft acts, international treaties, as well as draft international acts that are not international treaties, and other documents of the Ministry of Internal Affairs of Russia on the activities of the Main Directorate.

13.9. Provides consideration of draft international treaties received by the Ministry of Internal Affairs of Russia, as well as draft international acts that are not international treaties, and other documents, as well as the preparation of conclusions on them.

13.10. Carries out, within its competence, organizational and methodological support for the activities of the territorial bodies of the Ministry of Internal Affairs of Russia.

Listens to the reports of the heads of departments on migration issues, and, in agreement with the leadership of the Ministry, the deputy heads of the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level on issues related to the subject of the responsibility of the Main Directorate, based on the results of which it submits to the leadership of the Ministry and the heads (heads) of the relevant territorial bodies of the Ministry of Internal Affairs of Russia proposals to improve the efficiency of the migration departments.

13.12. Participates, by decision of the First Deputy Minister, in coordinating the appointment of heads of departments for migration issues in the manner prescribed by the regulatory legal acts of the Ministry of Internal Affairs of Russia.

13.18. Holds meetings (including with representatives of state authorities, local authorities and organizations) on issues within the competence of the Main Directorate.

13.19. Submits proposals in accordance with the established procedure on changing the structure and staffing of the Main Directorate.

13.20. Ensures planning, organization and control of the activities of the Main Directorate, its effective interaction with other structural divisions of the Ministry of Internal Affairs of Russia, territorial bodies of the Ministry of Internal Affairs of Russia, organizations and divisions of the system of the Ministry of Internal Affairs of Russia, structural divisions of federal executive authorities and executive authorities of the constituent entities of the Russian Federation.

13.21. Makes proposals to the plan of the main organizational measures of the Ministry of Internal Affairs of Russia and the plan of work of the Collegium of the Ministry of Internal Affairs of Russia.

13.22. Conducts meetings, seminars and other organizational and methodological activities on issues within the competence of the Main Directorate.

13.23. Issues, within its competence, orders and directives that are binding on all personnel of the Main Directorate.

13.24. Creates, within the approved staffing table of the Main Directorate, temporary special-purpose subdivisions to perform the tasks assigned to the Main Directorate.

13.25. Establishes, in accordance with the legislation of the Russian Federation and the need for service, the internal regulations and mode of operation of the Main Directorate.

13.26. Organizes and ensures the selection, placement, movement and training of personnel, observance of official discipline, in the prescribed manner directs employees, federal civil servants of the Main Directorate for training in additional professional programs.

13.27. Organizes, in accordance with the established procedure, certification of employees of the Main Directorate; assigns special ranks up to and including police lieutenant colonel to employees of the Main Directorate. In accordance with the established procedure, submits proposals to the leadership of the Ministry on conferring the special rank of police colonel to employees and class ranks to federal state civil servants of the Main Directorate.

Submits proposals to the First Deputy Minister for awarding state and departmental awards to employees, federal state civil servants and employees of the Main Directorate, as well as proposals for their encouragement or the application of disciplinary sanctions against them by the rights of the Minister or the First Deputy Minister.

13.29. Makes proposals to the heads (heads) of the territorial bodies of the Ministry of Internal Affairs of Russia on encouraging or bringing to disciplinary responsibility the heads of departments on migration issues.

13.30. In accordance with the established procedure, within the limits of the rights granted by the Minister, encourages citizens who have assisted the Main Directorate in solving the tasks set; submits proposals to the heads of departments of the system of the Ministry of Internal Affairs of Russia and the leadership of the Ministry to encourage citizens who have assisted the Main Directorate in solving the tasks set.

13.31. In accordance with the established procedure, he sends employees, federal state civil servants and employees of the Main Directorate on business trips.

Development and implementation of measures to ensure the legal and social protection of employees, federal civil servants and employees of the Main Directorate in accordance with the guarantees and benefits provided by legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia.

13.35.2. Providing, on behalf of the First Deputy Minister, in accordance with the legislation of the Russian Federation, legal assistance to employees, federal state civil servants and employees of the Main Directorate in protecting their rights and freedoms in cases arising in connection with their official or labor activities, as well as those who applied for protection of honor and dignity.

13.36. Organizes and controls, within the limits of his authority, the conduct of activities in the Main Directorate for mobilization preparation, mobilization and civil defense.

13.37. Responsible for organizing and organizing in accordance with the established procedure the protection of information constituting state secrets and confidential information, including measures for the technical protection of information in the subdivisions of the Main Directorate.

13.38. Carries out general management of moral and psychological support, participates in activities to improve moral and psychological support and is personally responsible for the moral and psychological state of the personnel, the state of the socio-psychological climate in service teams.

13.39. Exercises other powers assigned to the competence of the Main Directorate and provided for by the regulatory legal acts of the Ministry of Internal Affairs of Russia.

14. There is a meeting under the head of the Main Department, the procedure and composition of which are determined by the head of the Main Department.

15. Office work, measures to ensure secrecy, logistical, financial, moral, psychological and other support of the Main Directorate are carried out in the manner established by legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia.
