One-stop offices, e-government, single document centers and other innovations were originally conceived as the main liquidators of bureaucracy, designed to make life easier for people. However, either our country is not adapted to such conveniences, or, as the classic said, “something needs to be corrected at the conservatory.”

Crowds of those wishing to submit documents for a foreign passport have been storming the Unified Document Center (UDC) on Krasnogo Tekstilshchik Street since 6 am. Some come even at 5 o'clock with thermoses and high chairs. At 8:30-8:45 the doors of the EDC open, and the crowd rushes for the coveted coupons necessary to apply for a passport. The Rosbalt correspondent arrived at the center by 10 o'clock, like hundreds of other unenlightened people. The girls at the counter just shrugged: “What are you talking about, our coupons are snapped up in half an hour. Come back tomorrow".

Evgenia Dyltsova, who told her story, was more fortunate. She was at the EDC on the eve of 8 March. I arrived at 7:30, received a number, which, according to the electronic queue, indicated the approximate time of access to the coveted window - 17 hours. That is a full day's work for nothing. What to do - began to wait.

“Everything is very comfortable there: a lot of benches, a lot of cafes, warm, clean. Sit - I don't want to. However, the whole system is built on downloading money. You are in constant fear of doing something wrong: if at least one comma is framed incorrectly in the questionnaire, everything is wasted, time was wasted. In order to help you check the correctness of filling out the questionnaire in advance, before submitting the documents, you need to pay 500 rubles. And many pay - if the questionnaire is filled out incorrectly, you will be charged 1,300 rubles for compiling a new one, - says Evgenia. - In order to pay the state duty through the payment terminal, you must additionally pay 100 rubles. Photography - so much, lamination - some more. But I seem to understand why this is all being done - so that a person who nevertheless went through this madhouse and handed in documents would finally feel happy! And it was especially touching in this service that after a whole day of real hell, each visitor was given a gift - a tulip by March 8th. I wanted to devour him out of anger."

Newcomers can be distinguished immediately: they terribly scold the center itself, and the Federal Migration Service, and “grabbers-merchants”, and all the “Soviet power” on what the light stands. The more experienced ones - who announced all of the above the day before - proudly sit in line, clutching a coupon in their hands. As a rule, no one leaves - they are afraid to miss the queue.

In general, people are very actively going to Krasny Tekstilshchik Street. Minibuses, painted up and down with huge letters "UFMS", are crammed to the ceiling. Asian-looking comrades are already on duty, distributing informational leaflets to “their own”, instantly identifying frightened, crazed fellow countrymen (the Unified Migration Center operates in the EDC).

In general, the word “single” is the key here, which attracts thousands of people every day to this place. However, in practice, everything turns out to be completely different.

“I took a day off from work, stood in line from 7:00 to 16:00 to apply for a passport,” says Galina Alekseenko. - I paid for the verification of the questionnaire, and all other services. However, when submitting documents, it turned out that the laminate layer on the page had slightly peeled off general passport. They did not take the documents, sending them to the passport office at the place of registration - that is, to Petrodvorets. I tried to find out why the United (I emphasize!) Document Center cannot laminate this page, because there is such a service, it takes a second. They refused me, and I had to drag myself through the whole city to Peterhof, and then - all over again.

A lot of confusion is also brought about by the branches of the EDC that have appeared in four districts of the city. People trustingly go there, hoping to arrange everything, as expected, in one window. However - attention: in these centers you are provided only with services for “consulting on the procedure for obtaining foreign passport; preparation of documents for urgent registration of a foreign passport; filling out an application form for issuing a passport and preparing a full package of documents for submission to the Federal Migration Service, as well as photo and copy services and payment of the state fee. People pay for all this - more than 1,200 rubles, in order to then hear: "Now take all these documents to the Red Textile Worker." What then is the "single" center?

“Understand that what citizens pay for in the EDC and its “subsidiaries” is not the Federal Migration Service of Russia,” Daria Novikova, press secretary of the Federal Migration Service, comments on the problem to Rosbalt. - Our management only leases a part of the territory in this building. The Federal Migration Service has never transferred and will not transfer its functions of providing public services to commercial organizations. Any additional services, including paid document checks or paid assistance in filling them out, are not the Federal Migration Service.”

However, confusion arises here as well. Far from every person "from the street" will make out where the state structure is, and where - three meters nearby - is a commercial one. The department clarifies: “The first windows on the left are the Federal Migration Service, then they are not ours, then ours again, and now behind the counter ...”.

Meanwhile, almost everyone who enters the hall of foreign passports literally immediately falls into the tenacious embrace of the Federal State Unitary Enterprise "Passport and Visa Service". Federal State Unitary Enterprise was created by a decree of the government of the Russian Federation to, as it was intended, improve the quality of public services. This organization was created under the Federal Migration Service of Russia (in the St. additional services on paperwork.

Not everyone can understand the very subtle relationship “ours - not ours”. To the quite obvious question, how should citizens distinguish the free services of the Federal Migration Service from all others, the representative federal service replies: “It seems to me that people have long understood where public services are and where additional ones are. If a person has a desire to draw up and submit documents on their own, please, there are forms, glue, and paper on the tables. Receiving, checking and issuing documents employees of the Federal Migration Service also free. But there is a certain category of people (no more than 30%) who do not want to bother with the design themselves. Then at their service - paid assistance. But we have nothing to do with it."

Meanwhile, the EDC and the Federal State Unitary Enterprises on its territory have already been interested, for example, by the antimonopoly authorities. Recall that in the fall, a group of migrants accused the Federal State Unitary Enterprise "Passport and Visa Service" of speculating in public services. Foreign citizens they insist that there are a lot of lured intermediary structures in the EDC, cynically making money precisely on the lack of information, intimidation and lack of persistence of both foreign and Russian citizens.

After an open letter from migrants and a complaint to the OFAS, an audit was carried out, which, as a result, did not find any signs of violation of the antimonopoly law in the documents of the EDC. And formally, this is so, because no one is forced to draw up documents only through intermediaries. The head of the Federal Migration Service, Elena Dunaeva, commenting on this situation, clarifies: “Not a single person can now say that he is submitting documents through an intermediary imposed on him. We occupy only our part and do not let anyone in, while other people work in the rest of the squares.” However, it turns out that it is extremely difficult to arrange everything without intermediaries. Or even impossible.

For example, the Federal Migration Service is able to receive no more than three to five dozen migrants per day to issue them the necessary documents for work, and up to 1,500 of them come to Krasny Tekstilshchik per day. Therefore, if you don’t get into the top thirty - pay! Or wait another month.
The situation is similar with foreign passports. About 500 coupons are issued per day for new generation passports (the so-called "bio") and about 400 for old-style passports. Plus, a few dozen more people issue passports using a barcode. In the district offices of the Federal Migration Service (OVIRs), only new passports are being issued now, and even there the queues are going through the roof. In general, all flows again flock to the Red Textile Worker.

“This is a complex problem,” says Daria Novikova. - There is an administrative regulation on the terms of issuing passports, and we are obliged to comply with it. It takes to process the applicant's documents folder certain time, and the number of FMS employees is decreasing every year. We can't bombard people with questionnaires, that's not true. Therefore, it was clearly calculated how many documents can be processed daily in order to meet deadlines. Hence, certain coupon quotas.”

How is it that through intermediaries it is possible to issue a passport in at least three days (but for money), and through the official channels of public services - only in such a tough way, because only the FMS is still involved in processing? The department explains this by the fact that the Federal State Unitary Enterprise is more technically equipped, and in the Federal Migration Service a lot is done in the old fashioned way, literally by hand.

The representative of the Federal Migration Service notes that the administration and the EDC are already meeting the needs of citizens. For example, they let people in 15-30 minutes earlier, do not limit coupons for receiving finished documents, indicate on the coupons the approximate time in the queue.

In addition, according to the representative of the federal migration service, every year citizens become victims of their own carelessness.

“For example, from July to January, you can submit documents without any problems. And since February, the excitement before the holiday season traditionally begins, people storm our offices. The mentality also affects: people are sure that if they come early, then they will definitely hit. And they would come during the day, and there would be no queues. Coupons can be received at any time before the closing of offices,” says Daria Novikova.

The amazing unanimity of all officials at all levels: the idiots-citizens are to blame for everything, sometimes stretching to the last with privatization, sometimes creating queues at passport offices, sometimes for some reason burning night fires at schools, when everyone was promised uninterrupted electronic registration in the first classes (in In the latter case, the public services website “collapsed” a few hours before the start of recording on March 1). Now we are waiting for a new entertainment: Russian folk fun "try to get through to the "hot line" for complaints about housing and communal services." And here, of course, citizens will also be to blame, because there are many of us, and there are only two operators for a city of five million.
