If a citizen of the Russian Federation previously had a general passport, which for one reason or another was declared invalid (expiration due to age, loss, deterioration, etc.), he does not have the right to receive a new internal passport of Russia. In this case, the replacement / issuance of a passport is carried out in the manner prescribed for these circumstances.

To obtain a general passport using a foreign passport, the applicant must stay on the territory of the Russian Federation and personally contact the FMS of Russia at the place of registration, residence or residence, as well as one of the multifunctional centers for the provision of state and municipal services. If, for health reasons, the applicant cannot arrive to submit documents to the FMS, then by law he has the right to demand the departure of an authorized person to his location by phone, e-mail, through his legal representatives.

To obtain a passport on an exit document, the FMS must provide the citizen of the Russian Federation himself, and in the absence of such (for example, due to loss or theft), other documents by which the applicant's identity can be identified.
