In 2015, a new Russian law. These documents may include:

  • Paper on education (level - not lower than general education), which was issued in the USSR until 09/01/1991.
  • A paper on education for those who have passed the state final certification (similar to the USE for 9th grade) in Russia after 09/01/1991.
  • A certificate indicating a sufficient level of proficiency in Russian, knowledge of the history of the Russian Federation and the fundamentals of law.

Some categories foreign citizens are exempted from confirmation of the specified knowledge and skills. Certificate for obtaining a residence permit

A document confirming knowledge of the Russian language, history and fundamentals of the legislation of the Russian Federation is issued by one of the certified centers in Russia. To obtain a certificate, a migrant must pass a comprehensive test. A list of certified educational centers that have the right to conduct comprehensive testing and issue certificates can be found at the local offices of the FMS.

The test is taken by both labor migrants who receive a work permit and those who want to obtain a residence permit in Russia. For the first it costs 4900 rubles, for the second category - 5300 rubles. The certificate is issued to foreigners who have passed the test. It is valid for 5 years.

What are the requirements for the knowledge of migrants

To successfully pass the Russian language test, a migrant must be able to read and understand small texts, fill out questionnaires, notices, write statements, understand by ear the speech used in typical situations (everyday life, professional sphere), know and use a set of words sufficient for everyday communication .

The structure of the residence permit test

The Russian language exam consists of five blocks. Grammar knowledge, writing and reading skills, speaking practice (in the form of a dialogue with the examiner) and listening comprehension (listening) are assessed. You have 75 minutes to complete all tasks.

30 minutes are given for passing tests on the history of Russia and the basics of law. Each of them consists of 20 questions with three possible answers. The total duration of the test is approximately 2 hours and 15 minutes.

The exam is considered successfully passed if the migrant correctly answered 80% of the questions in all blocks of the test in the Russian language and 75% of the questions in the history and fundamentals of Russian law.

A certificate indicating the successful completion of the test is issued within 10-12 days.

How to prepare for testing

In order to pass a comprehensive exam, you need to choose a certified center, sign up for testing and pay for it. You must take documents for the exam (national passport, migration card, payment receipt) and a pen. The use of phones and other devices during the exam is prohibited.

On April 5, 2016, the President of Russia abolished the FMS. Its functions will be performed by the Main Directorate for Migration of the Ministry of Internal Affairs. The conversion will be completed by June 1, 2016. Until that time, the FMS units continue to work as usual.

The state testing system in Russia conducts a test for foreigners on knowledge of the Russian language. Both communication abilities and language proficiency are tested at several levels.

  • those who are under 18 or over 60 or 65 (women and men, respectively);
  • persons with limited legal capacity
  • students of educational institutions that have passed accreditation;

Types of tests

So, for admission to citizenship, applicants must pass a modular exam on knowledge of the basics of the Russian language. Candidates for temporary/permanent residence and labor migrants pass a comprehensive exam: in addition to the language, knowledge of the laws of the Russian Federation and its history is confirmed.

To apply for citizenship

The exam that must be passed in order to obtain citizenship is a module consisting of five sections - subtests. They include both practical and theoretical tasks. The total duration of the test is four and a half hours.

When registering for the exam, a migrant must provide:

  • statement;
  • confirmation of payment (4500 rubles);
  • a copy of the first page of the passport (or the last residence permit).

A certificate of successful passing of the test is issued the next day after the exam; you can get a certificate of knowledge of the Russian language only in person or entrust it to a representative with a notarized power of attorney.

  • the cost of the patent exam is 4900 rubles, for obtaining a TRP or residence permit - 5300 rubles;

  • different criteria - the exam is considered passed:
    • for labor migrants – 66% of correct answers;
    • candidates for TRP - 70%;
    • applicants for a residence permit - 80%.

The exam takes 2.5-3 hours, the procedure for obtaining a certificate is similar. It is allowed to retake both the exam as a whole and its individual modules.
