4. VPD requirements

5. The procedure for issuing transportation under the VPD

5.1. Registration of transportation under the VPD is carried out at the offices of authorized agencies on the forms of SPD and EB CCS-TCH.

5.2. Air tickets on VPD are issued only for persons specified in VPD, and strictly on the route indicated in VPD.

5.3. The original VPD is withdrawn and attached to the sales report. On the front side of each VPD (in the upper right corner), the following information must be indicated:

5. Features of compensation payments

5.1. In the case of issuing an electronic passenger ticket, the following must be submitted:

Railway transport - boarding (on the form of a travel document) and control coupons electronic ticket, fiscal check, or other payment document confirming the fact of payment;

Air transport - itinerary / receipt of an electronic passenger ticket (issued on a passenger ticket approved as a strict accountability form), the original boarding pass, fiscal receipt, or other payment document confirming the fact of payment.

5.2. In the case of purchasing tickets for travel in a category that differs from the one allowed for payment (see clause 2 of the Instructions), a certificate of the established form of the transport organization that sells travel documents on the date of travel on the cost of travel in a reserved seat wagon of railway transport, in the economy class cabin of the aircraft;

5.4.Travel documents are not subject to compensation payments:

Damaged, crumpled, hard to read;

Not from the city of Tyumen (School) to one of the places of vacation (except for travel with a transfer);

From one of the places of vacation to another destination, and not to the city of Tyumen (Uchilishche) (except for travel with a transfer);

Purchased for personal cash passenger tickets, if tickets under the VPD were previously issued, but not handed over in accordance with the established procedure to the ticket office or return office (a document on the return of tickets is submitted);

From a point of departure to a destination other than those indicated on the holiday ticket, or in the absence of a stay at the destination.

Note:

1. When issuing railway tickets for the passage of the cadets of the School during the period winter holidays it is necessary to use the benefit provided by Russian Railways to schoolchildren, students of cadet and Suvorov schools in the autumn-winter period (a 50% discount on the cost of travel in long-distance and suburban traffic). The discount is provided only for travel through the territory of the Russian Federation. When issuing a ticket and boarding a carriage, schoolchildren over 14 years of age must present a certificate from a general education school, and students of cadet and Suvorov military schools - a certificate of entitlement to a benefit. To issue a ticket taking into account the school discount, you need to check the box “schoolboy” next to the passenger’s last name when placing an order, then as soon as the ticket mask is displayed on the screen, the cost of the order will decrease;

2. VPA to the place of vacation and back, located outside the territory of the Russian Federation, is issued only if the parents of the cadet of the School are serving there, while a certificate from the place of service of the parents is attached to the application of the cadet of the School for issuing the VPA.

Military Shipping Document (VPD)
Issued to military personnel along with all documents. It is exchanged for a ticket at the box office (railway or car). The validity period of the VPD is 3 months.
Pay attention to the destination when you receive a VPD. Errors are possible. It is better to fix them on the spot.
In the event that there is no direct connection from the duty station to the place of residence and a transfer is needed, TWO VPDs are issued for each leg of the journey. And at the box office for each VPD they give a ticket.
In the absence of reserved seat tickets, it is possible to pay extra to the cost of a compartment. Therefore, make sure that the fighter has money.
If for some reason your demobilization did not buy tickets for the VPD, then here is the advice of one of the mothers.
"If your soldier will return home at his own expense (without VPD or there will be no tickets for VPD at the box office), he will need to:
1) in part, take unused VPDs (not railway tickets, namely the requirements for issuing tickets, their number depends on the number of transfers) for the entire route from the part to the house and be sure to keep unused VPDs !!!
2) At the nearest railway ticket office, take a certificate (paid 120 rubles) about the fare on the route indicated in the VPD, and at the military commandant's office of the station or from the station duty officer, take a certificate stating that there really were no tickets for the train on the VPD.
3) Save all documents - VPD, train or plane tickets, receipts, checks, boarding passes ...
4) Upon arrival, within 2 weeks, the son must register with the military registration and enlistment office and submit to the accounting department all the documents that he has kept (VPD, certificates, ticket, boarding pass ...) and demand payment of compensation !!!

In the event that a fighter gets home from the place of service by plane at his own expense, and the distance to the house, if traveling by train, is less than 5 days, then the military registration and enlistment office compensates him with an amount equal to the cost of a reserved seat. Transportation at the expense of the Ministry of Defense is provided to "citizens dismissed from military service." That is, it is clear that civilians, and not military personnel, will go home after the military unit is excluded from the lists. The Ministry of Defense is interested in delivering "there" at its own expense, and even taking into account the time of the road to the service, but after the service there is no interest in time. "Expenses associated with the transportation of military personnel, citizens dismissed from military service ... are reimbursed at the expense of the RF Ministry of Defense, in the manner determined by the Government of the Russian Federation."

The end of military service is the date of exclusion of the serviceman from the lists of personnel of the military unit. A serviceman must be excluded from the lists of personnel of a military unit on the day of the expiration of his military service.

Travel and transportation documents for the passage of military personnel, citizens discharged from military service, and members of their families (close relatives), as well as the transportation of their personal property by rail, air, water and road (except for taxis) transport in exchange for military transportation documents of the established form are issued by transport organizations regardless of their organizational and legal form.
The Ministry of Defense of the Russian Federation and other federal executive authority, which provides for military service, to reimburse the expenses of military personnel, citizens discharged from military service, and members of their families (close relatives) who have the right to travel and transport personal property free of charge, when they purchase travel and transportation documents at their own expense.
The procedure for reimbursement of these expenses is determined by the said federal executive authorities.
