Extract from the Rules of the road (traffic rules of the Russian Federation) p.4.2.

1. Movement of organized pedestrian columns along the roadway allowed only in the direction of movement of vehicles on the right side of no more than four people in a row. In front and behind the columns on the left side there should be escorts with red flags, and in the dark and in conditions of insufficient visibility - with lights on: in front - white, behind - red.
Groups of children are allowed to drive only on sidewalks and footpaths, and in their absence - along the roadsides, but only during daylight hours and only when accompanied by adults.

"Road"- a strip of land or the surface of an artificial structure, equipped or adapted and used for the movement of vehicles. The road includes one or more carriageways, as well as tram tracks, sidewalks, shoulders and dividing lanes, if any.

"Locality"- a built-up area, the entrances to which and the exits from which are marked with signs "Start locality”, “End of the settlement”.

"Insufficient Visibility"- the visibility of the road is less than 300 m in conditions of fog, rain, snowfall and the like, as well as at dusk.

"Roadside"- an element of the road adjacent directly to the carriageway at the same level with it, differing in the type of coverage or highlighted by markings indicating the edge of the carriageway, used for driving, stopping and parking in accordance with the Rules of the Road

"Organized group of kids"- a group of children three or more people under the guidance of adult attendants (accompanying), moving together along the road in one direction (hereinafter referred to as the walking group).

"Crossroads"- a place of intersection, junction or branching of roads at the same level, limited by imaginary lines connecting, respectively, the opposite, the beginnings of the curvature of the carriageways, which are the most distant from the center of the intersection. Exits from adjacent territories are not considered intersections.

"A pedestrian"- a person who is outside the vehicle on the road and does not work on it. Persons moving in wheelchairs without an engine, driving a bicycle, moped, motorcycle, carrying a sledge, cart, baby or wheelchair are equated to pedestrians.

"Crosswalk"- a section of the carriageway marked with road signs "Pedestrian crossing" and (or) markings "zebra" and allocated for pedestrian traffic across the road. In the absence of markings, the width of the pedestrian crossing is determined by the distance between the signs "Pedestrian crossing" installed on opposite sides of the road;

"Footpath". This sign forms a section of the road intended for pedestrian traffic only. In other words, vehicles (both mechanical and non-mechanical) cannot use this area for driving, stopping and parking.

"Roadway"- an element of the road intended for the movement of trackless vehicles.

"Night time"- the time interval from the end of evening twilight to the beginning of morning twilight.

"Sidewalk"- an element of the road intended for the movement of pedestrians and adjacent to the carriageway or separated from it by a lawn.

Before organizing walking tours, teachers must conduct a detailed briefing on the rules of behavior for children when moving in a column.

The movement of pedestrian groups is prohibited:


1) at night on roads without artificial lighting;


2) in the period from 22.00 to 07.00 hours, regardless of the length of daylight hours and the presence of artificial lighting on the road;


3) in conditions of insufficient visibility;


4) in icy conditions and other difficult road conditions affecting
on the safety of movement of a group of children;

6) upon official announcement by authorized bodies of a storm warning, except for cases related to a decrease in ambient air temperature.


6. In order to evacuate children in the event of a threat to their life and health, it is allowed to move groups on foot under any conditions, subject to additional security measures.


7. The movement of an organized walking group of children is carried out only on the written order of the head of the educational institution or the person replacing him, and after an appropriate briefing for the children.

About the movement of a walking group of more than 60 children, the bodies of the State Road Safety Inspectorate (hereinafter referred to as the STSI) are notified at least three working days in advance.


8. The walking group should move along sidewalks or footpaths two people abreast. During daylight hours, in the absence of sidewalks and footpaths, as well as when it is impossible to move along them, it is allowed to drive along roadsides, the width of which allows not to go out onto the roadway, towards the traffic flow.


9. The crossing of the roadway by a pedestrian group is carried out at pedestrian crossings. In rural settlements, in the absence of pedestrian crossings, it is allowed to cross at intersections along the line of sidewalks or roadsides.


10. On the roadway, you can not linger or stop unnecessarily.

11.To avoid emergency situations, children should not be allowed to go outside the column, play pranks or return alone for forgotten things.

2. Requirements for accompanying persons

12. The movement of a walking group is allowed only under the guidance of an attendant (escort) at the age of at least 18 years old, who are appointed by order of the head of the educational institution and undergo appropriate instruction against signature.

13. When accompanying children of school age, the number of accompanying persons is assigned at the rate of at least two accompanying persons per group of up to 30 people.
During the movement, the first escort is at the head of the group, the second is trailing. If there are more than 30 children, the attendants are also in the middle of the group, at least every 15 pairs of children.

In settlements, the movement of a walking group of up to 10 children aged 10 years and older is allowed under the guidance of one accompanying person, who during the movement is on the side of the group from the side of the carriageway.

15. During the movement of the walking group, the accompanying persons must have red unfolded flags in their hands

16. Accompanying persons choose the safest route for the group, agreed with the head of the educational institution.
To cross the carriageway, pedestrian crossings and controlled pedestrian crossings are selected first. Uncontrolled pedestrian crossings are recommended to be used only in extreme cases in the absence of other safer crossing points.
In places where traffic is regulated, accompanying persons must be guided by the signals of the traffic controller or pedestrian traffic lights, and in its absence, transport traffic lights.

17. For the safe transition of a walking group of children across the roadway, the following order should be followed:

The first escort, having made sure of the safety of his actions, reaches the middle of the road with a raised flag and, warning the drivers about the passage of the column, waves the flag over his head;

The second escort, after making sure that all vehicles have stopped, transfers the group. When the last couple of children pass, the first escort leaves with her.

When accompanied by a walking group by one escort, he is the first to enter the roadway, making sure that his actions are safe. At the transition of the group, the accompanying person walks along with it from the side and is the last to leave the carriageway.

Starting from January 1, 2014, the rules of the road will be updated. The changes will affect several points that deal with the organized transportation of children.

In addition, starting from January 1, a new regulatory legal document is being introduced - the rules for the organized transportation of a group of children by buses. And it will also be discussed in the text of this article.

Organized transportation of a group of children

First of all, it should be said that the term “Organized transportation of a group of children”, located in paragraph 1.2 of the SDA, has undergone changes:

Was:"Organized transportation of a group of children" - a special transportation of two or more children of preschool and school age, carried out in a motor vehicle that is not related to a route vehicle.

It became:"Organized transportation of a group of children" - organized transportation of eight or more children in a bus that is not a shuttle vehicle.

Consider the changes in order:

1. Number of children. Previously, transportation of children, starting from two, could be considered organized. Now the minimum number of children for organized transportation is eight.

2. Vehicle type. Previously, any motor vehicle (regardless of category) could be used for the organized transportation of children. Starting from January 1, 2014, only buses (category D, subcategory D1) will be used for this.

Paragraph 22.6 of the SDA has also undergone changes:

Was: 22.6. Organized transportation of a group of children must be carried out in accordance with special rules in a bus or a van with a van body designed for the transport of people bearing the markings "Transportation of children". During organized transportation of a group of children, an adult accompanying person (accompanying) must be with them. Transportation of standing children is prohibited.
It became: 22.6. Organized transportation of a group of children must be carried out in accordance with these Rules, as well as the rules approved by the Government Russian Federation, in a bus marked with identification marks "Transportation of children".

Please note that earlier children could also be transported by truck. Now only a bus can be used to transport them.

Previously, it was forbidden to transport standing children, but this requirement has been excluded from the SDA.

In addition, in the old version of the traffic rules, it was indicated that an accompanying person should be with the children. Now this requirement is excluded from the SDA, however, a reference to the Rules for the organized transportation of a group of children by buses has been added to clause 22.6. Let's consider them in more detail.

Driver Requirements

It became: 8. Drivers who have continuous experience as a driver of a category “D” vehicle for at least 1 year and have not been subjected to administrative punishment in the form of deprivation of the right to drive during the last year are allowed to drive buses that carry out organized transportation of a group of children. vehicle or administrative arrest for committing administrative offense in the area of ​​traffic.

Starting from January 1, 2014, not every driver who has a category D license will be able to engage in organized transportation of children. Firstly, he must have a continuous work experience as a category “D” driver for at least 1 year, and secondly, over the past year he must not have in his “asset” punishments in the form of deprivation of rights and administrative arrest.

Children under 7

It became:
9. The inclusion of children under the age of 7 years in the group of children for organized transportation by buses when they are on the way according to the traffic schedule for more than 4 hours is not allowed.

Children under 7 years old can participate in organized transportation only if the bus journey does not exceed four hours.

Night transportation of a group of children

It became:
11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to railway stations, airports and from them, as well as the completion of the organized transportation of a group of children (delivery to the final destination determined by the traffic schedule, or to the place of lodging for the night) in case of an unplanned deviation from the traffic schedule (during a delay on the way). In this case, after 23 hours, the distance of transportation should not exceed 50 kilometers.

At night, children can be transported for a maximum distance not exceeding 50 km. At the same time, a list of conditions is provided in which such transportation is possible: to railway stations and airports, as well as to the place of lodging for the night or the final destination of the route.

Suppose that due to unfavorable road conditions, by 11 p.m., the bus carrying out the organized transportation of children was 100 km from the nearest settlement. The reason for the delay was an accident that completely blocked the highway and occurred at 17:00. Those. the driver could not know that he would not have time to meet his schedule. To thicken the colors, let's add the cold season to the road situation (air temperature - -25 degrees). Question: what should the driver, accompanying children, if further train transportation is prohibited by the rules of transportation?

Medical worker when transporting children

It became: 12. In case of organized transportation of a group of children in intercity traffic by an organized transport column for more than 3 hours according to the traffic schedule, the head or official responsible for ensuring road safety, organization, and in case of organized transportation of a group of children under a chartering agreement - a charterer or charterer (according to mutual agreement) ensures that such a group of children is accompanied by a medical worker.

A medical worker must be present at any organized intercity transportation of children for more than 3 hours.

16. A medical worker and a senior responsible for the organized transportation of a group of children must be in the bus that closes the convoy.

Number of accompanying children in organized transportation

It became: 14. The head or official responsible for ensuring road safety, organization, and in the case of organized transportation of a group of children under a chartering agreement - the charterer shall ensure the appointment to each bus transporting children, accompanying, who accompany children during transportation to their destination.

The number of accompanying persons per 1 bus is assigned based on their presence at each door of the bus, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons in the specified bus.

I note that the number of accompanying persons must not be less than the number of doors in the bus. At the same time, at least one escort must be at each door. One of the attendants on the bus coordinates the actions of the driver and other attendants (appointed by the head).

Requirements for buses transporting children

It became: 3. For the organized transportation of a group of children, a bus is used, from the year of manufacture of which no more than 10 years have passed, which meets the technical requirements for passenger transportation in terms of purpose and design, is allowed to participate in the prescribed manner road traffic and is equipped in the prescribed manner with a tachograph, as well as GLONASS or GLONASS / GPS satellite navigation equipment.

Please note that this paragraph of the rules comes into force on June 22, 2014. Starting from this date, it will be forbidden to use buses for the transport of children, from the date of issue of which more than 10 years have passed. In addition, the bus must be equipped with a tachograph and a satellite navigation system.

I also note that several paragraphs of the rules for organized transportation of a group of children are devoted to the documents necessary for transportation. In this article, I will not dwell on them. However, if you are engaged or plan to engage in organized transport children, be sure to study the new rules of transportation. The text of the document is small, so it will not take much time to study it.

Well, in conclusion, I want to say that the new rules are designed to increase the safety of children. Let's hope that this will be the case in practice.

II. Requirements for organizing trips of organized groups of children by rail


2.1. Organizers of trips for organized groups of children by rail:

Escort of organized groups of children by adults is provided at the rate of 1 accompanying person for 8-12 children (teachers, educators, parents, coaches and others) during the journey to the destination and back;

Meals are organized for organized groups of children at intervals of no more than 4 hours;

A drinking regime is organized along the way and during the delivery of organized groups of children from the station to their destinations and back, as well as when organized groups of children are at the station.

2.2. The organizers of trips for organized groups of children send information to the Rospotrebnadzor authorities on the planned dates for sending organized groups of children and the number of children in the form (Appendix N 1) at least 3 days before the departure of organized groups of children.

2.3. Each child in an organized group of children must have a medical certificate of absence of contact with infectious patients, issued during the formation of the group no more than 3 days before the start of the trip.

2.4. Landing in passenger train sick children are not allowed. If a child with signs of an acute illness is detected before departure or during boarding a passenger train or on the way, this child is hospitalized.


III. Requirements for catering for groups of children while they are on the way


3.1. For organized groups of children, when they are on the way, meals are organized. The intervals between meals should be no more than 4 hours during the daytime.

The frequency of meals is determined by the time spent by groups of children along the route, the time of day and in accordance with physiological needs.

When traveling for more than a day, a full-fledged hot meal is organized (soups, side dishes, meat or fish dishes).

When traveling for less than a day, the organization of food for children is carried out taking into account the approximate list of food products for organizing the nutrition of children and adolescents when they are transported by rail for less than 24 hours (Appendix N 2).

3.2. Full hot meals are organized in the dining cars of passenger trains or at the place of accommodation of organized groups of children in passenger cars.

It is not allowed to use in the nutrition of organized groups of children products and dishes that are prohibited by sanitary and epidemiological requirements for catering for students in general educational organizations, organizations of primary and secondary education.

3.3. When organizing hot meals, the distribution of the total calorie content of the daily diet should be: breakfast - 25-30%, lunch 35-45%, dinner - 25-30%. Recommended average caloric values ​​per day (hereinafter - kcal / day): up to 10 years old - 2100 kcal / day, from 11 and older - 2550 kcal / day. The recommended ratio of proteins, fats and carbohydrates is 1:1:4.

3.4. When catering food products in terms of safety indicators, they must comply with the requirements of regulatory and technical documentation and be accompanied by documents attesting to their quality and safety.

Drinking water, including packaged in containers and bottled, must meet the requirements for drinking water in terms of quality and safety.


IV. Requirements for the medical support of organized groups of children during their transportation by rail


4.1. When an organized group of children in the amount of more than 30 people is on the road for more than 12 hours, the organizer of the trip provides an escort for an organized group of children by a medical worker or accompanying persons who have been trained in first aid in accordance with the established procedure.

4.2. When organizing trips for organized groups of children by specialized railway rolling stock intended for the purpose of transporting organized groups of children, the organizer of the trip provides escort of organized groups of children by a qualified medical worker (doctor).


V. The main hygienic and anti-epidemic measures taken by medical workers when transporting organized groups of children


5.1. The medical worker is:

Interaction with the head of the passenger train, state sanitary and epidemiological surveillance authorities;

Monitoring the health status of children in organized groups;

Questioning about the health of children before boarding the train;

Checking the availability of medical certificates that children have no contact with infectious patients;

Making a decision to remove from boarding a passenger train children with obvious signs of illness in an acute form;

Providing medical care to sick children on the way;

Timely isolation of infectious sick children from healthy children and organization of hospitalization of patients. If an infectious patient is identified or an infectious disease or food poisoning among children is suspected, the medical worker, together with the carriage conductor, isolates the sick children and immediately reports this to the nearest railway station medical center and the Rospotrebnadzor body along the route;

Questioning and compiling a list of children who have been in contact with sick children;

Monitoring children's compliance with the rules of personal hygiene;

Control over the organization of the drinking regimen and nutrition of children.

5.2. In order to prevent food poisoning, a medical worker together with accompanying persons:

Exclude cases of children consuming perishable food products, as well as products that are not allowed to be used in children's nutrition by sanitary and epidemiological requirements for catering students in general educational organizations, organizations of primary and secondary education;

Conversations are held with children about the prevention of infectious diseases and food poisoning and about observing the rules of personal hygiene;

The provision of children with bedding and bed linen is checked.

5.3. First aid and medical assistance are carried out in accordance with the established procedure.


VI. Sanitary and epidemiological requirements for the placement of groups of children in the buildings of stations and in passenger cars


6.1. Organized groups of children are accommodated in waiting rooms, lounges or other areas of railway stations.

6.2. On the way, organized groups of children are provided with bed linen and bedding, as well as drinking water in accordance with the requirements of the sanitary rules for the organization passenger traffic in rail transport. It is recommended to organize a drinking regime using bottled drinking water.
