122. 123. When a passenger enters into an agreement for the carriage of passengers by air, which provides for a free baggage allowance, the carrier is obliged to accept baggage for transportation within the limits of the free baggage allowance.

If a passenger concludes an agreement for air transportation of a passenger that does not provide for free baggage allowance, the carrier is obliged to accept for transportation the baggage paid for by the passenger at the baggage rate established by the carrier.

124. 125. If a passenger presents for transportation luggage with a weight and/or size, and/or in a number of pieces that is less than what was booked and pre-paid for, the difference in payment for transportation between the paid and actual weight and/or size, and/or number of pieces of luggage must be returned to the passenger.

126. The passenger has the right to declare the value of his checked baggage.

The value of checked baggage is declared for each piece of baggage separately.

For transportation of baggage with a declared value, a fee is charged, the amount of which is established by the carrier.

Payment for transportation of baggage with a declared value is certified by a miscellaneous fee order or a receipt for payment excess baggage, which indicates the points between which the passenger has declared transportation of baggage with a declared value.

127. At the request of passengers traveling together for the same purpose of travel to the same airport (point) of destination or airport (point) of stop on the same flight (family members, persons traveling together or going on a business trip), and upon conclusion for such passengers, contracts for air carriage of passengers providing for free baggage allowance, the carrier is obliged to combine the amount of free baggage allowance by weight of each passenger.

If the passengers specified in this paragraph enter into contracts for air transportation of passengers that do not provide for free baggage allowance, and provided that such passengers pay for baggage at the baggage rate established by the carrier, the carrier is obliged, at the request of the passengers, to combine the weight of baggage provided for by the baggage rate.

The weight of one piece of combined baggage must not exceed thirty kilograms and is accepted for transportation without charging an additional fee.

If the weight of one piece of combined baggage exceeds thirty kilograms, payment for such baggage is carried out in accordance with paragraph 136 of these Rules.

Baggage must be checked in for each passenger individually.

128. Each piece of checked baggage must have proper packaging that ensures its safety during transportation and handling and excludes the possibility of harm to passengers, crew members, third parties, damage to the aircraft, the baggage of other passengers or other property.

129. Baggage that has external damage that does not affect its safety during transportation and handling and cannot cause harm to passengers, crew members, third parties, damage the aircraft, the luggage of other passengers or other property, may be accepted for transportation as registered luggage with the consent of the carrier. In this case, the presence and type of damage is confirmed by the passenger’s signature.

130. The passenger is not recommended to include fragile and perishable items, banknotes, jewelry, precious metals, securities and other valuables, business documents, keys and other similar items.

131. The weight of one piece of checked baggage should not exceed 50 kilograms, with the exception of a wheelchair used by a disabled passenger and other persons with disabilities.

132. The passenger's checked baggage must be transported on the same aircraft on which the passenger is traveling.

133. An aircraft passenger has the right to carry hand luggage in the cabin of the aircraft within the limits established by the carrier without additional payment (hereinafter referred to as the free hand luggage allowance).

Items that do not contain substances and objects prohibited for transportation in the aircraft cabin, the weight and dimensions of which are established by the carrier and allow them to be safely placed in the aircraft cabin, are accepted as hand luggage.

The free hand luggage allowance established by the carrier cannot be less than five kilograms per passenger.

Carry-on baggage that exceeds the free carry-on baggage allowance established by the carrier in weight and/or dimensions is checked in by the passenger as baggage in accordance with the terms of the passenger air carriage agreement.

134. The passenger is obliged to take care of the safety of hand luggage and things specified in paragraph 135 of these Rules transported in the aircraft cabin. Upon departure, the passenger is obliged to take with him the hand luggage and things specified in paragraph 135 of these Rules placed on board the aircraft.

135. As hand luggage in excess of the norm established by the carrier in accordance with paragraph 133 of these Rules, and without charging an additional fee, the passenger has the right to carry the following things:

a backpack, the weight and dimensions of which are established by the rules of the carrier, or a handbag, or a briefcase with things included in the backpack, or bag, or briefcase;

bouquet of flowers;

outerwear;

baby food for the child during the flight;

suit in a suitcase;

a device for carrying a child (baby cradle, restraint systems (devices) for children under two years of age, baby carriage and other devices) when transporting a child, the dimensions of which are established by the carrier’s rules and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the front passenger seat;

medications, special dietary needs in the amount required for the duration of the flight;

crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;

goods purchased in duty-free shops at the airport, packaged in a sealed plastic bag, the weight and dimensions of which are established by the carrier’s rules.

136. Transportation oversized luggage, heavy baggage, service dogs, pets and birds are paid based on its (their) actual weight, dimensions and number of pieces at baggage rates established by the carrier, regardless of the passenger’s other belongings transported as checked baggage, with the exception of a guide dog traveling with by a passenger deprived of vision, a wheelchair, crutches, cane, walker, rollator, used by a disabled passenger and other persons with disabilities, as well as a baby stroller used by a passenger, having dimensions that do not allow it to be safely placed in the cabin aircraft on a shelf above the passenger seat or under the seat in front of the passenger seat, and transported without charging an additional fee.

140. Not allowed for transportation by air as baggage, items that may cause harm to the aircraft, persons or property on board the aircraft, animals and birds (except for pets (birds) and working dogs), insects, fish seeding material, reptiles, rodents, experimental and sick animals, as well as objects and substances, the air transportation of which as baggage is prohibited by the legislation of the Russian Federation, international treaties of the Russian Federation, as well as the legislation of the country to, from, or through the territory of which transportation is carried out.

October 10, 2017- The Ministry of Transport of the Russian Federation has approved a list of items that a passenger can carry into the aircraft cabin free of charge as hand luggage since October 2017. What will be the freight allowance? free luggage and will you have to pay extra for purchases in duty free.

The order, which changes the rules for air transportation of passengers and baggage, is now under state registration with the Ministry of Justice. The document spells out new standards for free carry-on luggage for non-refundable air tickets and a list of items that a person can carry on board the plane without additional payment.

What is the minimum weight of hand luggage that a passenger can take into the cabin?

Now the Air Code states that minimum cost The air ticket includes hand luggage weighing up to 10 kg.

After the order of the Ministry of Transport comes into force, each air passenger will be able to bring hand luggage weighing not less than 5 kg. This limit can be increased by the carrier if it wants to gain a competitive advantage over other airlines.

You can take 5 kg into the cabin at any rate: non-refundable and baggage-free; non-refundable, but with baggage included; returnee with luggage.

Will the airline now determine the weight of baggage included in the fare?

Yes. The Ministry of Transport sets only the minimum baggage allowance - 10 kg. This is the minimum weight of luggage, which is provided for passengers who purchased tickets at the “with luggage” rate. The carrier has the right to increase this limit.

What items can I take into the cabin if I fly on a baggage-free fare?

In addition to the minimum carry-on baggage allowance, a passenger has the right to take into the cabin: a woman’s bag, a man’s briefcase, a briefcase, outerwear, baby food and a baby stroller, a bouquet of flowers, medicines and a backpack. Weight and dimensions of a backpack carried into the cabin in excess of the carry-on baggage limit at 5 kg, are established by the carrier, which is related to ensuring the safety of passengers on board, the press service of the Ministry of Transport reported.

Also included in the list of items carried free of charge in excess of the norm are crutches, canes, walkers, and folding wheelchairs, which allow them to be safely placed on a shelf above the seat or under the seat of the chair in front. If these items do not have room in the cabin, they can be checked in as checked baggage at no additional charge.

Will I, as before, be able to bring a laptop or camera into the cabin along with my hand luggage?

Indeed, now you can carry, for example, a laptop in your hands into the airplane cabin along with hand luggage. That is, ticket buyers at minimum fares can actually increase the weight of their luggage by 2–3 kg (the weight of the laptop and its charger).

The new rules will eliminate this possibility. As the Ministry of Transport explained to TASS, a camera, laptop (in the order it is classified as “other electronic devices”), a telephone, an umbrella and a book can only be carried on board if placed in hand luggage - a backpack or bag.

Will I have to pay extra for the opportunity to bring duty free purchases into the salon?

No. The order of the Ministry of Transport states that goods purchased at duty free can be carried on board free of charge - in excess of the carry-on baggage allowance. This means that you will not have to pay extra for a duty-free bag when boarding.

Is a passenger required to weigh hand luggage at the request of the air carrier?

The Ministry of Transport already planned to oblige passengers to weigh their hand luggage before boarding, if required by airline employees.

The order of the Ministry of Transport provides for this possibility. “In order to monitor compliance with the dimensions of hand luggage and additional items,” representatives of the air carrier can weigh hand luggage immediately before the passenger boarding gate, the ministry’s press service reported. This measure will allow you to control the weight of hand luggage of passengers using electronic registration for the flight. Now they don't always label it at the front desk.

In Russia, new rules will come into force in the fall passenger air transportation. The changes mainly concern the conditions for the carriage of baggage and hand luggage. , what should passengers now prepare for when planning to fly around Russia and the world on domestic airlines?

Baggage-free fares

Low-cost carriers, primarily Pobeda, will have so-called baggage-free fares for those traveling light. It is expected that compared to the current base fares of low-cost airlines, they will be 10-20% cheaper.

At the same time, it is possible to buy tickets, the price of which includes luggage. When registering, no additional payment will be required for it (except in cases of excess).

If you rushed to purchase a baggage-free ticket and then decided to take a suitcase with you, you can pay extra for it later. According to the current prices of Pobeda, one place in the luggage compartment costs 1.5-2 thousand rubles, if you pay extra through the website or call center (where the call, by the way, is paid). If you realize it already at the airport, then you will pay at least three thousand. And it is possible that the amount of additional payments may increase in the near future.

For those who paid extra for luggage in advance and then decided to fly without it, there is also a solution. According to a senior official at the Ministry of Transport, Svetlana Petrova, you will be able to get your money back without any problems.

“Show the receipt, say that you paid, but there will be no luggage. Accordingly, your money will be returned. Of course, you only pay for the service you use. Besides, it’s additional,” Petrova said.

Experts also recommend being careful when purchasing tickets online in order to choose the right ones: with or without luggage. Click on the name of the tariff so that a window with explanations appears, and look for an icon symbolizing baggage.

Hand luggage

Hand luggage rules are changing for all passengers. They are expected to come into force in November. On this moment they are being finalized by the Ministry of Transport, but have already caused a lot of misunderstandings and have greatly frightened the public.

According to the department's plan, the updated rules will oblige all low-cost airlines, including Pobeda, regardless of the tariff, to allow bags, backpacks and suitcases on board. The Ministry of Transport wants the weight standard to be no lower than 5 kg per passenger, and each company will decide for itself whether to increase it or not.

At the same time, Pobeda stated that it would focus not on weight, but on the dimensions of hand luggage.

“We will take the total volume of luggage compartments, divide it by 189 (this is the number of seats on each plane) and we will be able to tell the passenger: you have so much space, you can, within this norm, carry any number of items, bags, backpacks - whatever you want. Even if it all weighs more than 5 kg, the main thing is that everything hand luggage fit the size,” explained the company’s general director Andrei Kalmykov.

The news about changing the rules for hand luggage has given rise to many rumors. Thus, information has appeared that you will now have to pay to take a laptop, gadgets, umbrella and even outerwear into the salon. But this is not true - all of the listed items can be carried on board for free. The difference is that for now these items are allowed to be carried in addition to hand luggage, but after the rules are updated they will need to be included directly in hand luggage and presented for weighing. Stay within the minimum 5 kg - and the low-cost airline will not require additional payment. And most traditional airlines have double the carry-on baggage allowance, so no need to worry.

So, here’s what will remain on the list of things allowed in excess of carry-on baggage:

  • handbag or briefcase;
  • suit in a suitcase;
  • baby food for the child during the flight;
  • baby cradle when transporting a child;
  • crutches, folding wheelchair.

And here is what will be transferred to hand luggage and will be subject to weighing:

  • laptop;
  • telephone cellular communication;
  • camera;
  • camcorder;
  • umbrella;
  • printed materials for in-flight reading;
  • folder for papers;
  • bouquet of flowers;
  • cane;
  • outerwear.

Please note that these lists are still under development, and some of the second may, at the request of passengers, be returned to the first. For example, a mobile phone in your pocket, or outerwear, considering that a fur coat alone can weigh 2.5 kilos.

As for whether low-cost airlines will count duty-free goods into the weight of hand luggage, officials from the Ministry of Transport hint that low-cost companies will in every possible way find fault with purchases in the clear zone in order to force you to pay for the excess. Therefore, it is better to read their terms and conditions on the website in advance. Now, for example, Pobeda charges 2 thousand rubles for transporting duty-free purchases at Russian airports and 35 euros at foreign airports.

For passengers who buy refundable tickets (which can be returned for a refund), the new rules will not change anything.

Changes have been made to the Federal Aviation Regulations (FAR), according to which the minimum weight of hand luggage carried free of charge is reduced from 10 to 5 kg. Also, the very concept of hand luggage was added to the FAP.

Before the relevant amendments were made, the passenger had the right to free carriage of at least 10 kg of baggage for both refundable and non-refundable tickets.

The air carrier independently determined how these 10 kg would be transported

— in hand luggage or in the luggage compartment of the aircraft.

Now the carry-on baggage allowance is “at least 5 kilograms.” Thus, the air carrier is legally obliged to accept on board as hand luggage items up to 5 kg per passenger. At the same time, at the request of the carrier, the rate can be increased “as a competitive advantage.” In particular, S7 airlines intend to maintain the current weight of free hand luggage at 10 kg, reports.

The amendments also establish three types of fares for air tickets: non-refundable ticket without baggage allowance, non-refundable ticket with baggage and return ticket with baggage weighing from 10 to 30 kilograms.

Passengers who have purchased a non-refundable ticket will be able to carry hand luggage weighing up to 5 kg on board free of charge.

In addition to hand luggage, a passenger has the right to take with him into the aircraft cabin a backpack, a woman’s handbag or briefcase, as well as outerwear, a bouquet of flowers, baby food for a child, a suit in a suitcase, a cradle or stroller, a cane, crutches, and other “technical means” for rehabilitation”, medicines and those goods that were purchased in duty free shops.

The norms for the permissible volumes of packages with duty free goods will be determined by the air carriers themselves - this measure is related to ensuring safety on board.

As for phones, cameras and other gadgets, they, as well as umbrellas and books, will not be included as separate categories in the list of items carried in hand luggage, since passengers can put them in already registered bags and backpacks.

Following the adoption of amendments to the FAR, when checking in for a flight or boarding an aircraft, a passenger may be required to provide their carry-on luggage for weighing by the airline. At the same time, the “hand luggage” tag will not be attached to items located directly with the passenger.

Carry-on baggage markings are canceled for passengers checking in online. In this case, size control will be carried out using weighing immediately before boarding the plane.

We are also confident that the innovations will have a positive impact on the airline industry and passengers. In September, Igor, Chairman of the Expert Council on Tourism under the Federation Council Committee on Social Policy, said that new standards for free baggage allowance will make it possible to significantly reduce tariffs for budget flights.

“According to preliminary calculations, eliminating the free baggage allowance will make the cheapest fares cheaper by another 10-15%,” Fomin said.

The head of the Passengers Union, Kirill, also approved amendments to the rules for the transportation of baggage, RT reports. But at the same time, Yankov expressed concern about abuses among air carriers.

“Unfortunately, some airlines, in pursuit of additional fees from passengers, set a reduced size of allowable hand luggage,” Yankov said.

Also, the head of the Passengers Union believes that it is necessary to establish the minimum size of hand luggage based on the type of aircraft.

At the end of July 2017, the Russian President signed a law that makes free baggage allowance optional for non-refundable air tickets.

It was also decided to replace the words “including things carried by passengers” with the expression “hand luggage”.

A refundable air ticket upon termination of the air carriage agreement must contain a free baggage allowance. A non-refundable fare “may not include” free luggage.

The Federation Council approved the law abolishing the mandatory baggage allowance included in the price of a non-refundable air ticket. The changes will come into force in the fall.


What rules have been in force so far?


Art. 106. The Air Code of the Russian Federation provides that an aircraft passenger has the right to carry his baggage free of charge within the established norm. At the same time, “norms for free baggage allowance, including items carried by the passenger, are established depending on the type of aircraft and cannot be less than ten kilograms per passenger.” Specific rules were set by the airlines.

What changes have been approved by the Federation Council


The approved bill provides that “an agreement for the carriage of passengers by air, providing for the condition of non-refund of the carriage fee... may not provide for free baggage allowance.” Specific rules are established by the carrier, which "obliged to inform aircraft passenger on the conditions of carriage of baggage and hand luggage." Therefore, the complete removal of free baggage allowance will only apply to non-refundable fares.

In addition, instead of “things on the passenger”, The concept of “hand luggage” was introduced into the code. The right to “free transportation of hand luggage within the limits established by the carrier” is separately stipulated.

The law will come into force in 60 days after signing by the President and publication.

What does the Ministry of Transport offer?


The Ministry of Transport has developed its own draft amendments to the Federal Aviation Regulations aimed at regulating the carriage of passengers under an agreement that does not provide for free baggage allowance. In particular, they provide for:

- Minimum weight of hand luggage, which airlines set for passengers, must be at least 5 kg. Carriers may change this figure upward.

- Additionally, without being presented for weighing, a passenger will be able to carry only a handbag or briefcase, baby food, a suit in a suitcase, a cradle when transporting a child, crutches, a folding wheelchair.

At the same time, the Ministry of Transport explained that Passengers are also not prohibited from taking in hand luggage a folder for papers, an umbrella, a cane, a bouquet of flowers, outerwear, printed publications for reading in flight, a cell phone, a camera and a video camera provided for by the current rules. All these items can be included in the minimum carry-on baggage allowance of 5 kg.

These rules are currently at the stage of public discussion, as a result of which changes may be made to them.

What rules apply to Russian airlines?


Airlines have so far interpreted the legal norm of 10 kg of free baggage in different ways.

Aeroflot

The rules (“Budget” tariff) provide for free carriage of one piece of luggage up to 23 kg in the luggage compartment (two pieces on a number of long-distance routes), as well as free carriage of hand luggage weighing up to 10 kg in the cabin. Paid baggage transportation (exceeding the number of pieces with the allowance for one piece) costs 2.5–7.5 thousand rubles. (€50–200, $50–200 on foreign routes). There are also separate surcharges for excess weight and size based on the sum of three dimensions - 2.5–7.5 thousand rubles. (€100–200, $100–200).

"Victory"

Free 10 kg of luggage is allowed in the luggage compartment. Only the following items can be carried free of charge in the cabin: one handbag or one briefcase (not exceeding 75 cm in the sum of three dimensions), a folder for papers, an umbrella, a cane, a bouquet of flowers, outerwear, printed publications for reading in flight, baby food for a child during a flight, a cell phone, a camera, a video camera, a laptop computer, a suit in a suitcase, a cradle when transporting a child, crutches, a stretcher or a wheelchair). Paid baggage allowance up to 10 kg in the cabin - 999–2 thousand rubles. (up to €35 on foreign routes). Paid carriage in the luggage compartment up to 20 kg - 1.5–3 thousand rubles. (€45), up to 32 kg - 2.3 thousand rubles.

An S7 passenger who has purchased a “Basic Economy” ticket can carry free in hand luggage a box or bag weighing up to 10 kg and measuring no more than 55x40x20 cm, as well as skiing or a snowboard weighing up to 23 kg. Baggage is paid separately according to a tariff schedule divided into 31 geographical zones. The additional payment can be up to 27.9 thousand rubles. depending on the destination, weight and number of pieces of excess baggage. Carrying luggage from Japan to Europe will cost the most.

How is baggage transportation abroad regulated?


In most other countries (including the US and EU), baggage regulations are left to the discretion of the airlines.

Lufthansa

On all intercontinental flights, economy class passengers can carry one piece of baggage weighing up to 23 kg and one hand luggage weighing up to 8 kg (55x40x23 cm) free of charge. On short and medium-haul flights the airline operates new European fares “Light”, “Classic” and “Flex”. The cheapest “Light” fare allows you to travel only with hand luggage and does not give you the right to rebook or refund your ticket. Carriage of one piece of baggage weighing up to 23 kg is paid separately. On domestic flights it costs from €15 (when purchased on the company’s website) to €55 (at the gate), on international flights it costs €25–55.

Delta Airlines

You can carry one hand baggage free of charge (handbag, briefcase, camera in a case, bag of diapers, laptop) and one personal item (jacket, umbrella, food or drink purchased after baggage check-in, duty-free purchases, stroller, portable baby chair, wheelchair or crutches). The dimensions of hand luggage in length-thickness-width should not exceed a total of 114 cm. Baggage rates vary depending on the destination. On domestic American flights, one bag up to 23 kg costs $25, the second - $35. On most international flights, the first baggage weighing up to 23 kg is free; for the second, an additional charge can reach $100.
