New lanes at Sheremetyevo and Domodedovo have been under construction since 2011 and 2014, respectively, and were supposed to be commissioned in 2017 and 2016. Both facilities are included in the preparation program for the 2018 World Cup, which will be held in Russia from June 14 to July 15.

Runway-3 Sheremetyevo is the most expensive object of the program, it will cost 55.7 billion rubles, another 8.4 billion rubles. will be required to purchase land from residents for the sanitary protection zone of the strip. At the beginning of March, Runway 3 itself was only 55% ready, the readiness of the three taxiways ranged from 39% to 90%. An analysis of the situation indicates that it is impossible to complete the work within the time frame established by the 2018 World Cup program, that is, in May, the report notes.

The reasons for the delay behind the schedule, listed in the report, are as follows: the long-term settlement of issues related to the relocation of the gas pipeline and oil product pipeline and the registration of sites, courts with residents regarding the purchase of land for construction, and the complex geological structure of the area. In addition, the finished strip will have to be checked and certified by Rostechnadzor, so the actual date for its commissioning is September 2018. At the same time, a year ago, the Federal Air Transport Agency decided that Runway-3 would be launched for the 2018 World Cup in a truncated form, without one main and three additional taxiways, which would be completed later - in 2018-2020.

The top manager of the airport said that it would be a great success if they manage to launch Runway 3 by the end of the year. According to him, a month before the 2018 World Cup, in mid-May, all construction will have to be curtailed at the request of the FSB - facilities will begin to be prepared for receiving championship guests and security checks will be carried out.

Chairman of the Board of Directors of Sheremetyevo Alexander Ponomarenko told Vedomosti that it is critical for the airport that Runway 3 be launched this year so that the airport can stop operating the badly worn Runway 1 and begin its repair.

The cost of constructing Runway 2 at Domodedovo is 12.85 billion rubles. The airport still has two lanes - the one under construction will replace one of the operating ones, which will become a taxiway. Runway-2 is 80% ready, but the contractor does not have funds for the work, Rosaviation reported. In 2016, Construction Management - 1 was declared bankrupt; it is difficult for it to attract working capital and receive advances from the Federal Air Transport Agency, a federal official explained to the newspaper. At the same time, it is impossible to find a new contractor with such a high degree of readiness.

The federal official noted that airports will be able to accommodate World Cup guests without these runways, and the facilities were included in the preparation program to ensure uninterrupted funding. Although it was secured, the contractors ran into problems.

Construction project for the third runway runway at Sheremetyevo Airport will not be able to be completed in time for the FIFA World Cup, industry sources told AviaPort. However, Sheremetyevo will cope with the transportation program during the football championship within the existing infrastructure, and the commissioning of the third runway is largely related to the need to close one of the existing runways for repairs. Therefore, the responsible persons were given a deferment until the end of the year, but this time - without the right to delay.

The third runway at Sheremetyevo Airport will definitely not be put into operation for the World Cup in Russia, four independent industry sources told AviaPort. The Federal Air Transport Agency and its subordinate Federal State Unitary Enterprise “Administration of Civil Airports (Aerodromes)” declined to comment.

The construction of Runway 3 is part of the Sheremetyevo infrastructure development project, which also includes the construction passenger terminal domestic air lines (Terminal B) and a cargo terminal on the territory of the so-called northern terminal complex (NTC), a fueling complex and an inter-terminal passage, which, passing under airfield, will connect the southern and northern terminal areas of the airport. “Construction work continues at the site,” reported the FSUE “AGA(A)”, which supervises the construction of the strip, on December 15. The general contractor is Transstroymekhanizatsiya (part of the Mostotrest group of companies), but it was not possible to contact a representative of the construction organization.

The construction deadlines for the strip were postponed several times. As one of key issues lack of funding was cited. In November, the Vedomosti newspaper, citing sources, reported that the cost of the project had increased to 64.1 billion rubles. At the same time, the source of additional funds has not yet been determined: various options are being discussed, up to the allocation of the necessary amounts through the Federal State Unitary Enterprise “State ATM Corporation” subordinate to the Federal Air Transport Agency. Judging by the statements of the head of the Ministry of Transport, Maxim Sokolov, which he made in an interview with RNS in September, this option was considered a priority.

But for quality assurance air transport During the football championship there is no urgent need for a third lane. Sheremetyevo reported that “the airport will be able to provide the transportation program [for the World Cup] using existing runways.” According to AviaPort, under favorable weather conditions, the runways can support up to 65 takeoff and landing operations per hour, while cases have already been noted when over 60 takeoffs and landings were actually serviced per hour. But the expected increase in the number of VPOs in connection with the reception of teams and fans, the peak of which will be in mid-July, will be less than the annual increase in the number of VPOs in late August and early September, when holidaymakers return en masse from their vacation spots.

However, the commissioning of Runway-3 is much more important not for ensuring the transportation program during the World Cup in the summer of 2018, but for the closure of one of the existing runways for repairs (we are talking about Runway-1, closest to the southern zone of Sheremetyevo). AviaPort’s sources find it difficult to name the time frame for repairs: according to their estimates, with various restrictions, the runway can be in operation until the first half of 2019. The closure of Runway 1 will have a significant impact on bandwidth"Sheremetyevo", interlocutors fear, including because of the distance of Runway-3 from the main aircraft parking areas, but have not yet provided specific estimates.

However, in 2018, Runway 3 should not only be completed, but also put into operation, according to an industry source. He noted that at a recent meeting at the Ministry of Transport, responsible officials were promised serious personnel decisions if this deadline could not be met.

It will be a great success if they manage to launch Runway-3 by the end of the year, says the top manager major airport. After all, a month before the 2018 World Cup, in mid-May, all construction will have to be curtailed at the request of the FSB - facilities will begin to be prepared to receive championship guests and check safety, the source adds.

Chairman of the Board of Directors of Sheremetyevo Alexander Ponomarenko told Vedomosti that it is critical for the airport that Runway 3 be launched in 2018 so that the airport can stop operating the badly worn Runway 1 and begin its repair. The launch of Runway 3 will increase the number of takeoff and landing operations at the airport from 55 to 90 per hour.

Bankrupt contractors

After the Olympics in Sochi 2014, many large road construction companies that had competence in the construction of airfields went bankrupt: Inzhtransstroy (the first contractor for Runway-3 at Sheremetyevo, the contract with it was terminated by the Federal Air Transport Agency in 2015 for falling behind schedule ; was part of Oleg Deripaska’s “Basic Element”), Efim Basin’s Inzhtransstroy corporation, Omsk NPO “Mostovik”, Sochi “Tunnel Detachment - 44”. They built Olympic facilities, which, due to careless assessment, turned out to be much more expensive than government contracts. In order not to miss the deadlines, the companies invested their money in the construction, counting on subsequent compensation, contractors told Vedomosti. But the state did not pay anything extra.

Representatives of the Federal Air Transport Agency, Sheremetyevo and Transstroymekhanizatsiya (contractor) declined to comment.

There is a risk of not being able to make it in time with a simpler and less problematic facility - the second runway at Domodedovo (RWY-2) worth 12.85 billion rubles. The airport has two lanes, the one under construction will replace one of the existing ones, which will become a taxiway. Runway-2 is 80% ready, but the contractor (Construction Department - 1) does not have funds for the work, Rosaviation reported. In 2016, SU-1 was declared bankrupt, a monitoring procedure was introduced, and it is difficult for it to attract working capital and receive advances from the Federal Air Transport Agency, explains a federal official. At such a high level of readiness, it is impossible to find a new contractor; SU-1 will complete the construction of the facility itself, but, apparently, they will launch it after the World Cup, the source adds. A person close to the Ministry of Transport also knows about the possible launch after the championship.

“Following the meeting, the Ministry of Transport gave instructions on completing the construction of airfield facilities as part of the preparation program for the 2018 World Cup. The airport is completing a comprehensive project to increase the terminal capacity on time,” says a Domodedovo representative.

“Airports will be able to accommodate World Cup guests without these runways; facilities have been included in the preparation program to ensure uninterrupted funding. It was provided, but problems arose among the contractors,” recalls the federal official.

The airport will use something atypical for Russia architectural solution: at the intersection of the Sheremetyevskoe Highway with the taxiway, a bridge will be built, designed for aircraft traffic.

Its width will be 60 m. A protective screen 15 meters wide on each side will be built over the intersection with the highway. The bridge will be able to support all types of modern and future aircraft and their modifications.

Runway 3 is being built as part of state program Russian Federation"Development transport system" The site for the airfield complex with a new runway is located on the territory to the north-west of the existing development of the international airport.

As specified in Glavgosexpertiza of Russia, to adjustments were made to the project for lighting equipment, radio technical support for flights and meteorological equipment, the building of the command and control tower, the design of the patrol road and approaches to landing sites, the routes of main gas pipelines, the Vostok emergency rescue station, wastewater treatment plants, the reconstruction of a water pipeline with removal from construction zones, etc.

The construction of a launch control tower is also envisaged.

“The results of engineering surveys and design documentation comply with the requirements of technical regulations and others, and the design documentation corresponds to the results of engineering surveys. The reliability of determining the estimated cost of the object was also verified. Positive conclusions were issued,” the department noted.

Earlier, Glavgosexpertiza of Russia approved an updated project for the construction of terminal B at Sheremetyevo.

The third runway (runway) at Sheremetyevo Airport may become operational in March 2019, head of the Federal Air Transport Agency Alexander Neradko told reporters. Initially, it was planned to put the new runway into operation by the beginning of the 2018 FIFA World Cup.

According to Neradko, the biggest problems during the construction of the runway, which affected the timing, were associated with the relocation of gas and oil pipelines: “At Sheremetyevo airport, the biggest problem associated with the construction of the third runway was not the construction itself and not the lack of funding, "and the need to move main pipelines, gas pipelines and oil product pipelines. The transfer took about two years. Now this issue has been resolved, it has been agreed upon with the management of Gazprom and Transneft," said Alexander Neradko.

The bulk of the work will be completed this year. “Perhaps we will take off from this runway in March next year,” added the head of the Federal Air Transport Agency.

The decision to create a third runway at Sheremetyevo was made in 2009. In 2017, at that time, the Minister of Transport of the Russian Federation, Maxim Sokolov, announced that the deficit of funds for the construction of Runway 3 was 7.5 billion rubles. He noted that the funds of the State Corporation for the Organization of air traffic". “But there is one goal - for the runway to be built and put into operation by the beginning of the 2018 FIFA World Cup, so this deficit will be eliminated," the minister said.

However, Runway 3 was never built for the 2018 World Cup. In June 2018, the new head of the Ministry of Transport, Evgeniy Dietrich, said that the construction of the facility, according to the department’s calculations, would be completed before the end of this year, but “the issue is not easy.”

“We are working to ensure that the task is resolved by November-December. Now it is quite difficult to predict how the situation will be resolved: there is a difficult situation with the registration of land plots, there are a number of problems that we are currently solving. But we will do everything possible to finish in this year," the minister assured.
