The legislative framework

Any Russian citizen has the right to obtain a second passport for the duration of the first one, if his activity is connected with regular trips outside the territory of the Russian Federation.

The norm was established for persons who traveled abroad at least once during the month.

It is provided for in the provisions of the Federal Law "On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation". The act was issued on August 15, 1996 under the number 114-FZ.

It is an appendix of FMS Order No. 320 issued on October 15, 2012.

Two passports at the same time

Required documents

According to the norms of the current law, an application is submitted to the territorial office of the Federal Migration Service at the place of residence. In addition, it is necessary to fill out an application form for a new generation passport with a unified form, which is issued to the applicant by the FMS.

These include:

  • passport proving the identity of a Russian citizen;
  • international passport;
  • receipt of payment of state duty.

Persons of a male person submit a military ID in addition to the above documents if they are liable for military service. If the passport is issued for a minor, then a birth certificate is submitted. An application instead of him must be submitted by his legal representatives in the person of parents or persons replacing them.

Servicemen of the armed forces of the Russian Federation and Federal bodies, where military service is provided, present the permission of the relevant command. It must be executed in the manner prescribed by the legislator. This rule does not apply to military personnel who are in military service on the basis of conscription.

Drawing up an application

An application for a second international passport is written in any form in compliance with the rules of office work. It must be written correctly, without spelling errors. An application is addressed to the head of the FMS, indicating his position.

The second application is presented in the form of a questionnaire, where basic information about the applicant is indicated in strict sequence. All fields must be filled in in capital letters with a pen with black or blue ink. It contains the date of its completion and the signature of the applicant.

It specifies:

  • personal data of the applicant;
  • gender;
  • Date and place of birth;
  • place of residence, respectively registration, indicating the home address and contact details;
  • citizenship;
  • data of the main certifying document - a passport of a citizen of the Russian Federation with an indication of the authority that issued it;
  • the purpose of obtaining a second foreign passport;
  • order of receipt - in addition to the existing document;
  • involvement in the possession of information classified as a state secret;
  • attitude to military duty;
  • the fact of bringing to criminal responsibility;
  • the fact of evasion of obligations imposed in court;
  • information about work activities.

Submission methods

As a rule, the application is submitted at the territorial office of the FMS during a personal visit.

In addition, the legislator allows filing an application through:

  • any post office
  • official website of the portal of public services;
  • operator of the multifunctional center.

In some cases, it is allowed to submit an application by an attorney, but a power of attorney must be drawn up for him in a notarial order. He must present it along with his passport to the FMS.

About the state fee

Before submitting an application, citizens must pay a state fee for the provision of services for the issuance of documents. The norm is established by the provisions of Article 333.18 of the Tax Code. Its amount for issuing a new generation passport is set by the legislator at 3,500 rubles for the adult population of the country and minors over 14 years old.

As for children under the specified age, 1,500 rubles are paid for them. If the application is sold through the MFC, then an additional 300 rubles are paid.

When paying the state duty, special bank details are used, which are set individually for each subject of the Federation. Information about them can be obtained at the FMS office, where an application for a second passport is submitted.

The state fee can be paid in cash at any branch of Sberbank or through other institutions provided for by the legislator. As for the non-cash form of tax payment, it is allowed. Citizens should clarify the possibilities of paying it in a non-cash form at the FMS department. The receipt of its payment is valid for 3 years, as noted in article 333.40 of the Tax Code and the letter of the Ministry of Finance No. 03-05-05-03 / 22.

Residents of the Kaliningrad region are exempted from paying the state fee in accordance with the provisions of legislative acts. They must have official registration at the place of permanent residence or at the place of temporary residence.
