At what age does a child need a passport?

People traveling with the whole family want to know if the child needs a passport? Until 2010, it was possible to simply enter data about children in the parents' passport.

After the introduction of amendments to the legislation, this became impossible. Children must have their own passport. Why is it needed, and how to arrange it correctly?

When do children need travel documents?

A foreign passport gives the child the right not only to cross the border with his parents, but also to study abroad. At what age is it allowed to issue this document?

Legislation allows you to get a passport from the birth of a baby. Only the number of documents required for obtaining a passport and applying will differ.

It is allowed to issue a document of a new sample or an outdated one. The choice is up to the child's parents.

Why is it needed?

A child under 14 years of age has the right to cross the border only with the parent in whose passport he is entered. The legislation adopted a new bill - a passport is issued separately for a child.

You will need a document in such cases:

  • to cross the border without parents - with friends, other family members or relatives;
  • if the parents have a biometric passport, in which the child cannot be entered;
  • to go abroad to study.

The law does not set age limits - a passport can be issued from the moment the baby is born.

Passport of the old type

A foreign document of an outdated format has the same legal force as a new type of passport. This document is valid for 5 years.

Has advantages and disadvantages. The first are - quick registration, you can make corrections, the presence of a child is not required. Disadvantages are considered - a short time of action (5 years).

Documentation

To apply for a passport for a child, parents must bring the following documentation to the department of the migration service:

  • statement;
  • a document confirming the identity of the applicant;
  • birth certificate of the baby;
  • old foreign passport (if any);
  • passport of the child (if he is already 14 years old);
  • 2 photos;
  • receipt of payment of duty to the power.

It is not necessary to submit a receipt to the FMS.

New type of passport

A chip is embedded in the biometric passport. Children over 12 must go through the fingerprinting process. This document is valid for 10 years.

Regardless of age, the child must be personally present when submitting documentation for a new format passport - they will be photographed in a special booth.

A new type of international passport (biometric) has positive and negative sides. The advantages are - border control will be faster (data is read from the chip), it has a larger number of pages, and is valid for 10 years. The disadvantages are that it takes longer to prepare, the personal presence of the child is necessary, and failures occur in the electronic media.

Documentation

For registration, the applicant must prepare the following documentation:

  • statement;
  • passport of the person who applies to the Migration Service;
  • a document confirming the rights to the child;
  • passport (if the child is 14 years old) or birth certificate;
  • a certificate confirming the citizenship of the child;
  • international passport, the validity of which has not expired (if any);
  • tax receipt.

In this case, the child must be personally present at the migration department - for the digitization of fingerprints.

Regular or biometric?

What is the difference between the old type passport and the new one? Which one is better for a child? The Federal Migration Service recommends that parents issue an obsolete document for their children.

The state duty in this case is less. And you can apply for it without bringing your child to the Service.

To do this, it will be enough to present a photo of the baby.

Another advantage of the old type of document is the quick turnaround time.. If the case is urgent, the passport will be ready in 2 days. The new type of document is valid for 10 years, the old one - 5 years. Since children's external data is changing rapidly, it is better to issue an outdated passport.

Requirements for documentation and photos

If the papers (which are submitted for a passport) are issued outside the Russian Federation, they must be certified by a notary. As soon as the employees of the migration department accept the documents from the applicant, he must be issued a certificate of acceptance.

In the photo, the child should not smile, there should not be a headdress or glasses, jewelry.

There should be no red-eye effect.

How to apply?

One of the parents of the baby or his legal representative (guardian) has the right to draw up the document. By proxy, it will not work to issue a passport, this will contradict the law.

Registration methods - through the Migration Service, State Services,. You can get a passport immediately. To do this, you must present to the service in which the document is drawn up, confirmation of urgency, for example, a notice.

How to apply

To submit an application form, you must follow the rules.

Specify in the document:

  • Full name of the baby (enter the data the same as in the passport or certificate);
  • date of birth (in numbers);
  • place of birth - as recorded in the certificate;
  • if the baby's last name has changed, indicate this fact;
  • registration address;
  • data of the old passport;
  • personal data of one of the parents, including address, place of registration, etc.

This information is required to be filled in the application form. The data must be correct. Otherwise, they may refuse.

Peculiarities

What if the child is under 14 years old and does not have a passport? A foreign passport is a document that certifies the person of a resident of the Russian Federation outside her country. It is issued only to citizens of the Russian Federation. Children under 14 do not have a passport. How then to verify his identity?

When applying for a passport, such a document is:

  • birth certificate (which contains a mark of citizenship);
  • parents' passport (both internal and foreign) with a note about children;
  • a document issued by the competent authorities of a foreign power (with a translation into Russian), on the act of registration on the territory of this power (with a note about Russian citizenship).

The presence of citizenship of the baby will be able to confirm one of these documents.

If this documentation is also missing, then the parents of the child must contact the Migration Service and submit an application with a request to confirm the citizenship of the child and put a stamp on the certificate about this.

The presence of registration does not matter - the application is allowed to be submitted at the place of residence (permanent or temporary). If the child is under 14 years old, it is not necessary to bring him to the Migration Service. A photo of the child will suffice.

How to do it through public services

To obtain an obsolete-type international passport through the public services portal, you must adhere to the following algorithm:

Do newborns need a passport?

Previously, leaving the borders of their native country, parents could enter their children in their passport.

There have been changes in the legislation, and now even a newborn baby needs to issue a separate passport.

You can apply in person by visiting the migration service, or use the services of the State Services portal (via the Internet). It is also permissible for infants to issue an obsolete document or a new sample - biometric.

How to apply through the Migration Service

For a newborn baby, a passport will be ready within 10 days. The applicant must collect the required documentation and take it to the Federal Migration Service.

Documentation

To issue a passport for a newborn child, parents must present the following documents to the Migration Service employees:

  • questionnaire;
  • 3 photos;
  • birth certificate - original and photocopy;
  • citizenship insert – original and copy;
  • mother's or father's passport.

Employees of the Service may require other documentation - the list must be obtained from them.

As you can see, a child needs a passport from birth. The legislation adopted a decision according to which children are not entered in the passport of their parents, but a personal foreign passport is issued for them. Its advantage is that now the child can independently (without parents, but accompanied by adults) travel outside of Russia. Of course, only with the certified permission of two parents or legal guardians.

Only the legal representative of the baby has the right to apply for a document. The child must be present in person if he is over 14 years old. The registration process takes from 1 to 4 months, for newborns - 10 days.
