Registration of a passport of a citizen of the Russian Federation according to a foreign passport

Having lost his passport or wishing to apply for it after accepting Russian citizenship at a consular office abroad, a citizen will have to prepare not only photographs, but also a number of documents. What does the law say

To answer the question of whether it is possible to obtain an internal passport using a foreign passport, one should refer to the provisions. In accordance with them, a citizen who has not previously received an internal Russian passport due to being abroad has the right to receive it with a valid identity card. If we are talking about a person who became a citizen of the Russian Federation in a Russian consulate abroad, having received a foreign passport, then, having arrived on the territory of Russia, he has the right to issue a main identity card based on the document he has.

Requirements for the procedure

Obtaining an internal Russian passport using a foreign passport is a rather painstaking process that requires compliance with a number of conditions. First of all, there must be good reasons for filing an application not according to the standard procedure (with the presentation of a birth certificate), but upon presentation of a previously issued passport of the Russian Federation. These include the following situations:

  • the person was not previously a citizen of the Russian Federation, therefore, does not have a Russian-style birth certificate;
  • the child was born abroad in a family of citizens of the Russian Federation;
  • the child, together with his parents who are Russian citizens, moved abroad and for this reason did not receive a general passport upon reaching the age of 14;
  • the citizen departed for permanent residence abroad on a USSR passport, but now expressed a desire to enter into Russian citizenship.

Citizens should take into account that if they previously received a general passport, but lost it due to theft, loss or damage, then they cannot apply for its restoration on the basis of their passport. In this situation, the application must be submitted according to the standard procedure with the presentation of a birth certificate.

Thus, the applicant can obtain an identity card on the basis of his foreign passport only if he has not previously received a passport of a citizen of the Russian Federation.

Unlike the procedure for obtaining (restoring) a new or old passport, Russian embassies or consulates abroad do not issue internal passports for citizens of the Russian Federation. This applies not only to Russian tourists who for some reason have lost their main identity card, but to those Russians who permanently reside in another country. Preparation of documents

To start the registration procedure at the UVM of the Ministry of Internal Affairs, a citizen will need to submit the following documents for an internal passport of the Russian Federation using a foreign passport:

  • application in the form No. 1-P (the form is issued at the Ministry of Internal Affairs);
  • a valid passport (in its absence - another document that can serve as an identity card);
  • birth certificate (if any);
  • two photographs 3.5 by 4.5 cm;
  • temporary identity card (if any);
  • receipt of payment of the state fee.

A passport is an official document that allows you to identify a citizen. Therefore, it can be used as an additional identity card for buying a ticket in intercity transport, passing through the control system in the building and in other non-contractual situations. However, if there is a need to conclude an agreement (make a will, get a loan, get married, etc.), this document cannot be used. The citizen should wait for the restoration or receipt of the main identity card.

Registration of an internal passport of the Russian Federation according to a foreign passport with the additional presentation of foreign documents (birth certificates) requires a mandatory Russian translation certified by a notary.

Terms of registration

According to the norms of the Administrative Regulations of the UVM of the Ministry of Internal Affairs of the Russian Federation No. 288, permanent registration at the address of actual residence cannot be indicated in the internal passport without a documentary basis for this. Accordingly, the need to indicate residence in the passport will require the applicant to provide not only a passport, but also a house book, a sales contract or other document that would be the basis for registration.

Without a temporary or permanent registration at the time of application, a citizen cannot apply for an internal passport within 10 days. At the same time, the period for issuing a passport, in the presence of all necessary documents, should not exceed 30 days.

Payment of the state fee

As with obtaining an exit document, issuance of the main identity card is impossible without the obligatory payment of state duty. If we are talking about the initial receipt of a passport in the name of a person to whom it was not previously issued, then the amount of the state duty is 300 rubles.

If the applicant wishes to restore the lost passport, the cost of processing the document, not counting the cost of making photographs, increases to 1,500 rubles.

Grounds for refusal

When planning to apply for a passport of a citizen of the Russian Federation, it is recommended to take into account the reasons that may be the basis for refusing to issue this document. In particular, these include the following situations:

  • the applicant has not yet reached the required age (14 years);
  • the application was submitted not on the territory of the Russian Federation, but at a consular office abroad;
  • together with the documents, a receipt for payment of the fee was not provided;
  • the applicant incorrectly calculated the amount of the fee;
  • false information was provided in the application;
  • the applicant was previously deported from the Russian Federation (as a foreign citizen) or poses a danger to the state for other reasons;
  • the applicant is wanted at the request of foreign law enforcement agencies or has a criminal record.
