old age allowance

(Based on materials from the Bituach Leumi website and other sources)

It is necessary to distinguish between "Pension" and "Old Age Benefit". Pensions in Israel are received by those who have made contributions to the Pension Funds for a number of years. Naturally, the size of the pension depends on the number of years worked (in Israel!) And the amount of deductions. Special funds pay pensions.

Almost every resident of Israel receives an old-age allowance (more on the criteria below). The main difference between the Benefit and the Pension is not even in the amount - the pension is sometimes lower than the allowance - but in the status of the recipient. A pensioner can live in any country and receive pensions at his place of residence. The allowance is paid ONLY to those who live in Israel most of the time (with the exception of a couple of months of the year).

old age insurance is one of the most important activities of the National Insurance Institute. This type of insurance is designed to provide residents of Israel with the onset of old age with a constant monthly income.

According to the National Insurance Law, residents of Israel who have reached retirement age are eligible to receive old-age benefits, provided that they have been insured for the period established by the Law and paid insurance premiums in accordance with the Law.

Insured, according to the law, are residents of Israel who were born in Israel or immigrated to Israel for the first time before the age of 60-62 years (the exact age limit can be found here) and who worked in Israel for at least 60 months.

Payment of Old Age Benefit begins after reaching retirement age. (Table of ages that give the right to receive benefits)

New repatriates who arrived after the specified age receive an allowance in the same amount, but at the expense of the Ministry of Finance.

Differences between the allowance for new immigrants and the allowance for residents who worked in Israel:

  • Non-working repatriates receive one allowance per family, that is, for the second spouse (wife), the allowance increases, but not twice. Those who worked in Israel receive benefits individually.
  • Employed residents are eligible for a 2% increase for each year worked over 10 years or for deferring benefits. Those who did not work receive only the basic amount of the allowance.
  • The amount of the basic monthly old-age benefit per person is 1,531 N.S. (starting from 01.01.201 4), and for a married couple (the allowance for a couple consists of allowance for one person and a supplement for a spouse) - NIS 2,301. (starting from 01.01.201 4) . The amount of the basic monthly old-age allowance for persons who have reached the age of 80 is NIS 1,617 per person. (starting from 01.01.201 4) and for a couple (the allowance for a couple consists of allowance for one person and allowance for a spouse) – NIS 2,387. (starting from 01.01.201 4) .

    If each of the spouses individually meets the conditions for receiving the old-age allowance, then each of them is entitled to the allowance for a single pensioner. We remind you that this does not apply to new immigrants who did not work in Israel.

    Seniority allowance for old age is made to the base amount of the old age benefit due to you. The allowance is calculated based on the length of service you have accumulated. The calculation is as follows: for each year after 10 years of insurance, a supplement of 2% of the base amount is paid. The amount of the supplement cannot exceed 50% of the basic amount of the benefit. The insurance year is considered to be 12 months in total, regardless of whether the length of service in these months was continuous.

    More detailed information about the criteria for receiving the Old Age Benefit, its amount, documents that must be submitted to receive benefits can be obtained on the Bituah Leumi website (Russian version) here

    Repatriation of pensioners to Israel

    In recent years, the repatriation of pensioners from the CIS countries to Israel has increased significantly. Not the last role in this was played by the fact that repatriation is actively supported by Israeli law. In this case, the main thing is to correctly prove your Jewish roots. Both young married couples and people of mature age return to this country.

    What can a pensioner in Israel expect?

    1. Every person who returns to Israel, regardless of age, is entitled to free public health insurance. Just remember that this insurance does not include dental services, so if you are preparing to leave, be sure to consult a dentist and undergo the necessary treatment. So, if you are enrolled in the Macabi Health Insurance Fund, then the standard insurance will not include dental services, but you can purchase an additional package that will include dental treatment and other procedures for 54 shekels per month.
    2. Eligibility well-deserved pension for all pensioners. In Israel, the pension consists of two parts: the first - accruals, which depend on the length of service in Israel (begins to be accrued after more than 10 years of experience) and the second - social accruals for old age. If you worked in Israel for a little more than 10 years before retirement, you can count on a pension of 500-800 euros.
    3. In the first year after repatriation to Israel, every repatriate has the right to "Absorption Basket". This is financial assistance for living and renting housing. The amount of cash payments depends on the age of family members and their composition.
    4. The absorption basket is paid out in two installments. One part of the money is issued immediately upon arrival at the airport, in the office of the Ministry of Absorption - in cash, and the rest is transferred to a bank account, which must be opened within the next few days. The first payment varies from 634 to 1490 shekels.

      To open a bank account, you must have:

    5. repatriate certificate (teudat ole);
    6. your id is teudat zeut.
    7. If the account is opened for a married couple, then the presence (and documents) of both spouses is required for each transaction with money.

      Over the next 6 months, money will be credited to the card on a monthly basis. 3831 scales for a married couple, and 2650 scales for a single person.

      Retirement age

      In Israel, the retirement age and which gives the right to count on old-age benefits is:

      dl i men- 70 years;

      For women from 65 to 70 years (depending on the year of birth and the amount of income).

      Only insured citizens of Israel can count on old-age benefits. The law says that residents of the country born on its territory, or its repatriates up to 60-62 years of age who have worked on its territory for at least 60 months, are considered insured. Those who arrived later and are over 62 years old will also receive payments, but through the Ministry of Finance.

      Benefits for working and non-working repatriates. What is the difference?

      For those who have not worked in Israel:

      Non-working repatriates receive one allowance per family, where the amount of the allowance increases, but not 2 times, but less.

      For pensioners who worked in Israel

    8. The benefit is paid to each family member.
    9. If a pensioner has worked for more than 10 years, then for each additional year a 2% allowance is added to the allowance for each year.
    10. It must be remembered that if a pensioner is outside the country for 2 months, then the accrual of old-age benefits is terminated.

      The amount of the old-age allowance for one person is 362 euros per month, and for a couple (the allowance for one person and the allowance for his other half) is 544 euros. People who have reached the age of 80 can count on an allowance of 382 euros for one person and 565 euros for a married couple.

      Information for reflection. In Russia, the social old-age pension is 117 euros for women over 60 and for men over 65 who have at least 5 years of work experience. After the age of 80, a pension of 234 euros is accrued.

      An old-age pension in Ukraine is accrued to women from the age of 55, and to men from the age of 60, with an experience of at least 5 years (it is planned to raise it to 15 years) is 55 euros, and if the length of service is not enough to calculate an old-age pension, then a social pension will be charged in the amount of 34 euros.

      Is it possible to receive in Israel a pension that you earned in another country?

      If you receive a pension in Russia, Ukraine or other countries, then by opening a bank account in Israel and filling out the appropriate paperwork, you will be able to receive money at your place of residence (do not forget about the commission when transferring money.). There is one very important fact here, that your pension will affect the amount of money paid to you. If your pension exceeds 255 euros, then it deprives you of the right to social allowances and various benefits. Some repatriates do not open accounts in Israel because of this.

      These people open a special pension account in the country where the pension was earned and draw it up on an international VISA card. Such registration costs 30 euros, the card is made in 14 days and is valid for 2 years. After 2 years, the card is automatically reissued. If it is personally not possible to pick up the card, then it would be more expedient to issue a power of attorney for a loved one who will pick up the bank card. This power of attorney is valid for only three years, and then you can issue a power of attorney in Israel and send it by mail. Do not forget that you cannot receive a card by mail, only with a specific person.

      Think well about repatriation at retirement age

      If you plan to move to Israel at the age of 64-67 (with a pension of 200-300 euros) and live on social benefits and not deny yourself anything, then you are greatly mistaken. The average salary in Israel is approximately 2200 euros. Renting an apartment will cost you at least 400-600 euros, as well as utilities, food, clothing and spending on necessary medicines. There are some elderly repatriates who eat in canteens because they simply cannot afford to buy decent food.

      If in your declining years you wanted to repatriate to Israel, then do it at the call of your heart, for a decent life in your native land among loving friends and relatives, and not for material reasons.

      Who is entitled to old age benefits in Israel in 2018

      A little bit about life in Israel

      Speaking about this country, there are three features that are the foundation of the well-being of local residents:

    11. Focus on developments in the field of science and technology with their subsequent implementation in all sectors of the economy.
    12. Attracting foreign investors. And today, the influx of funds from abroad annually amounts to over 10 billion dollars (slightly more than 35.5 billion shekels). And if we take into account that the country's population is a little more than 8 million inhabitants, then we can say that this figure is quite impressive.
    13. Intensive work, focus on results and awareness of each citizen of their importance for the state.
    14. These three components have led to the fact that over the 70 years of its existence, the country has become one of the most prosperous economies on the planet. A clear indicator of this success can be considered the life expectancy of the population of Israel, which is 78.9 years for men and 82.4 years for women.

      If we take into account the intensity of the pace of development of the state, it is not difficult to find a job with decent wages here - the unemployment rate has long been fixed at around 5%. At the same time, people remain without work not because there is none, but because they are looking for a more qualified occupation for themselves. In general, the income of an ordinary Israeli is quite enough for rent, normal food, daily expenses and one or two trips to Europe or the United States per year.

      The main asset of the country is children and pensioners. Moreover, this postulate is fixed at the state level. That is why every child in Israel receives from the state everything that is necessary for his development and education, literally from birth. Throughout the entire period of formation, a sense of patriotism is brought up among the younger generation and love for work is instilled. This causes the readiness of Israeli boys and girls to serve in the army, which is not characteristic of the youth of other countries, which is not a heavy duty for them, but an honor, an opportunity to fulfill their duty to their homeland.

      Retirement allowance

      Those who are just planning to move to this country are interested in the question of how pensioners live in Israel. Considering that in the CIS countries the level of income of retired citizens is not too high, it is quite logical that migrants are interested in whether they can live on an Israeli pension.

      Social security for the elderly in Israel consists of two parts:

    15. funded system (directly pension);
    16. old age allowance.
    17. Only those who have made contributions to the pension fund during their entire career can count on the first type of payment.

      Age for retirement

      The retirement age in Israel for men and women is fixed at the legislative level. As in any other state, it is constantly reviewed and changed. All residents of the country go on a well-deserved rest after reaching a certain age and can count on a pension benefit, regardless of how much seniority they have managed to accumulate by that time. The only difference will be in the amount of assistance received from the state. To ensure the level of income that a citizen had before retirement, he needs to start working immediately after the end of military service, that is, from the age of 20.

      Answering the question of whether the pre-retirement age in Israel is how many years, we can say that we are talking about the period of life when the future pensioner "exchanges" the seventh decade.

      Until recently, retirement for men was fixed at 67 years, for women - 62. However, since 2017, women can only retire at the age of 64, while men have not been affected by the change in age.

      Moreover, the government of the country is actively discussing a draft law, according to which the age of retirement in Israel should be equalized for both sexes. However, the matter has not yet progressed further than the discussion of this document in parliament.

      How much work experience should be

      The amount of pension payments in the state is directly determined by the length of service that a citizen managed to earn during his life. It would not be superfluous to say that the minimum work experience must be at least 10 years, and only labor activity in the territory of the Israeli state is taken into account.

      It is necessary to work for 10 years in general, regardless of whether the citizen’s labor path was interrupted or not, and how many jobs he had to change. What matters is the fact that during this time he made at least 120 payments in Bituah Liumi (National Insurance Institute). That is, purely theoretically, having earned a 10-year experience, a resident of Israel may not work at all and simply live to 67 or 64 years old in order to retire. However, this does not happen in practice.

      The amount of pension payments

      It is for this reason that it is rather difficult to say exactly how much a pension is paid here, since this indicator changes monthly, and upwards. During the years of the crisis, the level of wages in the country decreased slightly, which led to a decrease in pension payments, but with the onset of stability, the indicators returned to normal, and the monthly increase in pensions continued.

      Today, the average pension in Israel is 1200-1500 dollars (4300-5300 shekels).

      It is worth noting that the amount of monthly contributions in Bituah Liumi depends on the individual income of the payer, but this does not affect the amount of the pension in any way - all payments are made based on the average wage at a particular point in time. But this does not mean at all that two employees, one of whom has worked for 10 years, and the other for 30, will have the same benefit: the longer the length of service, the higher the level of security due to a pensioner. In addition, the merits of a citizen to the fatherland are taken into account. For example, those who took part in anti-terrorist activities, were injured during them, and so on receive bonuses to their pensions. Taking into account such allowances, the amount of payment can reach 1700-2000 dollars (6-7 thousand shekels).

      The size of the pension in Israel for new repatriates also depends on the length of service, but obtained by all means in Israeli territory.

      How to apply for old age benefits

      The payment of benefits that Israelis receive in old age is considered one of the priorities of Bituah Liumi. This type of financial security is designed to provide a constant monthly income to all citizens who have retired, having earned the necessary length of service. The country's government is well aware that it is impossible to live on pension payments of 1200 dollars (4300 shekels) and even 2000 (7000 shekels). It is for this reason that old people receive old-age benefits.

      Who can receive benefits

      First you need to decide which categories of citizens are eligible to receive these payments. These include:

    18. residents of the country who reached the established retirement age were insured and made regular contributions to the National Insurance Institute;
    19. new immigrants who have old-age insurance in Bituach Liumi and arrived in Israeli territory before the age of 62.
    20. There are two criteria for eligibility:

    21. the age at which the receipt of the payment depends on the amount of other income (except for the pension);
    22. the age at which benefits are no longer dependent on other income.
    23. So, for example, male pensioners can count on receiving benefits if, at the age of 65-70, their income did not exceed 3,969 shekels ($1,116). For men over 70 years of age, the level of income does not affect the receipt of assistance from the state. As for women, payments to them can be cut if, at the age of 60-65, their income exceeded 3969 shekels or 1116 dollars. But for those who are already 65 years old, this fact does not matter - old-age benefits are due in any case.

      The allowance today is 1,531 shekels per person ($430.63) or 2,301 shekels per couple ($647.21).

      In addition, some Israeli pensioners may receive an old-age allowance with a supplement in 2017. The recipients of such an additional payment are those citizens who have a low income. In particular, the following may qualify for a surcharge:

    24. those who do not have savings over NIS 27,856 ($7,835) for a single or NIS 41,784 ($11,752) for a couple;
    25. does not have an income of more than 960 shekels per month ($270) or 1255 shekels ($353) per couple;
    26. does not own a car.
    27. In this case, they can receive in addition to the allowance another 801 shekels ($ 225) for one person or 1201 shekels ($ 337.81) for a married couple.

      In addition, the state provides benefits to Israeli pensioners for paying for electricity, which is quite expensive here and is spent mainly in winter for heating.

      How to apply for benefits

      If the application was submitted at an age when the pensioner is absolutely eligible for benefits, but with some delay, the agency can also make payments for the past period, but not more than 2 years.

      In the application form, you must indicate your personal data and attach to it all the necessary papers proving the applicant's right to receive benefits or additional payments to it. The request form can be sent by mail.

      When is the allowance paid?

      The state grant for old age is paid every month on the 28th. The payment is made by transferring funds to the beneficiary's account or a joint account with the following related persons:

    28. spouse/husband;
    29. parents;
    30. brother, sister;
    31. daughter or son.
    32. Citizens who were born before the 15th day of the month begin receiving payments in the month in which their birthday fell. Those who were born after the 15th will only be able to receive a subsidy in the month following the one when they reached retirement age. Eligible persons will be able to receive it in the month of birth.

      What are the allowance deductions?

      Particular attention should be paid to the deductions that are withheld from the allowance due to the pensioner. These include, first of all, health insurance contributions - 196 shekels per month ($55) per citizen or 283 shekels per couple ($79.60). Those who receive an additional payment will have to pay 103 shekels to the National Insurance Institute for one person and the same amount for a couple ($29).

      In doing so, it is important to consider the following:

    33. if the pensioner continues to be employed and his employer makes payments in social insurance, it is necessary to inform the company management that this is no longer necessary;
    34. if a pensioner receives a supplement to his spouse's allowance, the couple's health insurance will be deducted from the allowance, even if the spouse continues to work;
    35. Married women do not pay insurance premiums.
    36. In addition, debts on insurance premiums, payments on alimony can be deducted from the state-appointed subsidy. At the same time, the insured is obliged to notify Bituach Liumi himself of all changes that may affect the payment of the subsidy. He has 30 days to do so.

      Special cases of payment of benefits

      Repatriates who arrived in the country after they reached the age of 62 can count on a special old-age allowance. In this case, the money will be provided not by the insurance department, but by the Ministry of Finance, but only on the condition that the candidate meets all of the following requirements:

    37. Lives in Israel.
    38. Reached the age at which you can retire.
    39. For women: neither you nor your spouse receive benefits from Bituah Liumi.
    40. For men: neither you nor your spouse receive a benefit from Bituach Liumi, or if the spouse receives such a grant, but she has already reached the age that makes it eligible to receive this payment.
    41. The applicant has not yet reached the age at which the old-age benefit is due, and his income does not exceed the maximum allowed or exceeds, but slightly.
    42. Israelis who have spent a long time abroad and have not passed the insurance period can also count on a special allowance. At the same time, the amount of the payment itself is no different from that received by other citizens.

      How is the process of repatriation to the State of Israel

      It is immediately worth noting that the country's authorities are interested in seeing as many Jews as possible return to their original homeland. However, according to the law, only those persons who have Jewish roots can obtain the status of a citizen. At the same time, it should be borne in mind that while the right to nationality can be obtained only through the maternal side, then the right to Israeli citizenship is also granted through the paternal side, as well as through marriage.

      You can get the status of a citizen only in Israeli territory. To do this, you need to go through several stages:

    43. prepare and submit documents to the consulate;
    44. wait for the results of the consideration of the application;
    45. pass an interview.
    46. You can enter the country only on a repatriate visa. At the same time, at the airport, the candidate will be able to receive a one-time cash allowance, after which he will be delivered to the place of temporary or permanent residence. Assistance to future migrants is provided by many public organizations that develop all kinds of adaptation programs in the following areas:

    47. education;
    48. integration into society of lonely people;
    49. adaptation of pensioners;
    50. employment.
    51. Pension for emigrants

      The first thing that pensioners who have arrived from the CIS countries can count on is assistance in obtaining housing. Today it is 500 shekels (141 US dollars). Additional benefits will be available to disabled pensioners. A pension supplement is also provided for those who survived the Holocaust - as compensation, the country's authorities provide them with 3,600 shekels of assistance ($1,012).

      As for the pension payments themselves, they are provided on the same basis as for other citizens of the country.

      The only exception is the repatriates who arrived here after they turned 62 years old. In this case, they can count on a pension from the Ministry of Finance with some benefits for seniority.

      The procedure for obtaining a Russian pension in Israel

      In order to be able to apply for a Russian pension in Israel, several conditions must be met:

    52. remain a citizen of the Russian Federation;
    53. reach retirement age in accordance with the requirements of Russian legislation;
    54. have an insurance record of at least 5 years in the territory of the payer state, i.e. in Russia.
    55. Candidates who are assigned social benefits, namely the disabled and citizens without insurance experience, cannot apply for a pension.

      There are two options for receiving Russian payments in Israeli territory:

    56. after registration of the pension, leave an order in an authorized bank indicating where to transfer money in Israel;
    57. leave a power of attorney to relatives who remained in the Russian Federation to receive payments and reissue the card.
    58. In the first case, you should remember that by the time the money reaches you, the amount will decrease significantly, since you will have to pay a commission to the Russian bank for the transfer, then you will have to suffer losses when converting rubles into dollars, and dollars into shekels, after which you are again waiting for a commission for withdrawing money, but already in an Israeli bank.

      The second way is much cheaper, since your relatives can simply deposit money into your account in Israel, bypassing all the costly transactions. But for this you need to have people whom you can trust with your finances.

      Pensions in Israel

      If you have taken a well-deserved rest and are going to migrate to the homeland of your ancestors in Israel, then it will be useful for you to learn all the intricacies of pension legislation in this amazing prosperous country in order to avoid unnecessary worries or disappointments already in place.
      Although a pension in Israel seems like a tempting prospect, the process of accruing it has its own nuances, not knowing about which you can get into an unpleasant situation as a repatriate.

      Retirement age

      An Israeli can legally retire at the age of 67. For the female part of the population, starting from 2018, they plan to change the retirement age upwards - from 62 to 64, depending on the date of birth. In some institutions and organizations, pensions are accrued from the age of 67, regardless of gender.

      In Russia, women go on a well-deserved rest at 55 and men at 60. Sometimes the retirement age is different, and this directly depends on the working conditions in which a person had to work. In Russia, they plan to increase the retirement age to 65 years and make it the same for both sexes. But even so, Russian pensioners after their arrival in Israel will have to work for several more years.

      Such an age limit for pensioners in Israel in 2018 was set due to the average life expectancy, which in the Promised Land is 82 years, which is significantly higher than in Russia (70 years), as well as in the United States of America (78 years) and Great Britain (81 years old). By the way, according to this indicator, only Japan is ahead of all countries, where people live on average almost up to 84 years. Nevertheless, pensioners in the state manage to both work, benefiting society, and relax with pleasure from their righteous labors.

      What is included in the pension

      State payments for pensioners in Israel consist of the following terms:

      The savings form the basis of the pension. It can be obtained by persons who have worked for a period of ten years in the Israeli state, the continuity does not matter. The average pension of such citizens ranges from 500-800 euros.

      The employer must regularly transfer contributions to Bituach Leumi.

      The National Insurance Institute is responsible for providing social protection to citizens. His main responsibilities include:

    59. Control over the provision of a living wage for persons who cannot provide for themselves due to disability or incapacity for another reasoned reason.
    60. Tracking payments of contributions to the working part of the population.
    61. Payments for all social benefits and pensions.

    It is important to note that part of the pension that accumulates can, if necessary, be transferred to anywhere in the world, but old-age benefits can only be received with permanent residence in Israel.

    To understand what kind of pension will be paid after repatriation, you need to take into account several factors.

    The allowance is a percentage of the average wage in the country, the minimum rate is 16%. After the required age is reached, a 2% annual surcharge is added. If the family has minor children and an unemployed spouse without a pension, then the allowance is 50%. However, the allowances in any case do not affect the fact that the maximum old-age benefit still cannot exceed 24% of the average Israeli salary.

    This part of the pension benefit is received by males who are over 70 years old, and the female part of the population - depending on the year of birth.

    Old-age benefits can be received by Israeli citizens with state insurance. According to the law, the insured persons include residents of this state, born in its territory, or repatriates, whose age is up to 60-62 years and who have worked in Israel for at least 5 years. The old age benefit is paid monthly.

    If a Russian citizen moved to Israel without renouncing citizenship before the retirement age, then he will be entitled to social benefits until such time as, upon reaching the appropriate age, it is transferred to pension subsidies.

    Also find out what other benefits you can get in Israel.

    What else can you add to your pension?

    But the size of the pension is not the only thing a repatriate needs to think about. A kind of remuneration for long-term work is a one-time payment. It is received upon retirement, and it is very easy to calculate its size. It is enough to multiply the average earnings by the length of service (minimum 10 years).

    In addition, an Israeli pensioner can add additional payments to his pension if he served in the Israeli army. In this state, both men and women can serve in the army. Accordingly, such an additional payment is received regardless of gender. The size of the army pension depends on the age at which the person was demobilized, the period and place of service. Most of all, the state pays pensioners who served in the combat units of the IDF and were participants in the hostilities.

    In addition, there is a payment to those who suffered and became disabled during the terrorist attacks in Israel, as well as in Jewish settlements in Palestine.

    An additional concern for the elderly in Israel is expressed in the fact that they pay less than others for the use of land, television channels and even with some mandatory payments.

    Pension or allowance

    Elderly people who have arrived at a permanent place of residence, but do not have the right to form a pension savings, will receive a poverty allowance.

    The poverty benefit is the same as the old age benefit. However, it can only be obtained within a year.

    These are social additional payments for certain categories of emigrants:

    • Persons with an income level below the established subsistence level.
    • Those who, in general, do not have a source of financial security.
    • Returnees who do not have savings.
    • People who don't have a car.
    • Citizens who have arrived in the country after 60 years of age can only count on a special allowance, which is no larger than the usual social allowance. In addition, this allowance is paid only to men. If a man is married, he is paid an amount equal to half the basic allowance provided for his wife.

      Another nuance: if spouses of retirement age are not divorced, but live separately, in this case each of them receives the entire amount of payments guaranteed by the state.

      RF pension upon repatriation

      It is also possible to obtain a Russian pension in Israel. If a Russian pensioner who has arrived in the Israeli state for permanent residence retains the citizenship of his native country, then he can receive money from the Pension Fund of Russia. There are two ways to do this:

    1. You can regularly come to your homeland and withdraw savings.
    2. You can transfer your pension to an international plastic card.
    3. The recipient is required to notify the PF of Russia about moving to Israel at least a month in advance. And after your departure, once a year you need to provide confirmation to the Pension Fund that the applicant is alive and needs a pension. In addition, the repatriate must provide evidence of his unemployed status.

      Citizens of Israel will receive old-age benefits, even after resettlement to another country

      Repatriates' pensions may be increased

      In 2016, the Russian Federation and Israel signed an agreement on the provision of pensions for repatriates. This agreement concerns citizens who left the RSFSR before 1992. Previously, they were not entitled to payments at all, but the signed agreement eliminated this injustice. The Israeli side has provided detailed information on repatriates from the Soviet Union since 1972. According to these data, more than 669 thousand people from the USSR live in Israel today:

      1. Veterans of the Great Patriotic War.
      2. Liquidators and victims of the accident at the Chernobyl nuclear power plant.
      3. Combatants (they are entitled to a military pension, and they are also entitled to fairly large disability pension payments).
    4. The purpose of the signed agreement is to resolve issues related to difficulties in obtaining pensions. Russia and Israel distributed financial obligations for payments for seniority earned by citizens in both states when assigning pensions.

      According to experts, the signed document should regulate the mechanism for obtaining disability pension benefits for citizens who have lost their ability to work. If the reason for the inability to work is valid, for example, an accident at work or a disease that arose as a result of the characteristics of the profession, then you can count on the payment of benefits.

      The document also provides for payments for families with children.

      Depending on the territory in which the children currently live, payments will be accrued in accordance with the legislative standards of one of the states - either Russia or Israel.

      One of the points of the document concerns persons who left the Russian Federation in the early 1990s and did not have civil status in Russia. They are also provided with a pension.

      The document is valid in 2018, i.e. repatriates can increase the amount of pension payments at the expense of old merit.

      Despite all the tempting prospects, before planning a happy old age in the Promised Land, you need to think about the fact that in Israel, not only the standard of living is higher than in Russia, but also prices. Therefore, it is not always possible to count on the fact that benefits and pension payments will be enough for a decent and comfortable existence after repatriation.

      In addition, due to the requirements for retirement age when moving to 60 years, a situation may arise in which you will have to look for work in a foreign unfamiliar country. Therefore, you should not go only with faith in the best, you need to calculate all possible options in advance and understand all the nuances of the Israeli pension system, and only after that decide for yourself whether there is any point in such a change of residence.
